Pohangina Road Board
The annual meeting of the above Board was held oa Saturday last. Present. — I Messrs Arbon, Ball, Browne, Burton, and Dickin. Mr Goodbehere as presiding officer said the first business would be the appointment of a chairman. Mr Aibon propose!, and Mr Burton i seconded, tbat Mr Dickiu be chairman. — ' Carried. i The miuutes of the last meeting were rend and confirmed. ' The following correspondence was re- ! ceived : — From T. J. Clapham of Apiti, drawing tho Board's attention to the insufficient quantity of metal being put upon the Oroua Valley road, and also stating that some of tho stones are far too large, also calling atteutiou to the bad state of the roarl north of the township. From Ilorn and Co., stating they are willing to build a bridge over the Makobina strt-nin on Sbellman's property as per arrangoment with the warden and engineer. From M. Power, applying for lease of metal reserve No 47 in the Foxton Small Farms block. From T. Harrower of Petone. asking the Board to connect his section in the Board's district with tho KiraboltoD road. From the Land and Income Tax Department, le assessment on A, H. Finnis' property. From the Wanganui Harbor Board, re sections ta':e?. up by the Fohangina Small Farms Association, and drawing the Board's attention to transfer of certain sections which took place twelve months ago. Mr Lucas wrote stating he would forward a corrected list of members of the Association whoso names should appear on the rate roll by next meeting. From E. C. Havthorpe, stating that be had been obliged to clear some slips off the Awa road so as to obtain access to his proporty and applying for payment of the amount expended 28s. From E. Bugg, asking tb«j Bn&id to put in six chains of drainage at the end of the Valley road. From the Bank of Australasia, re the Board's overdraft for the current year. From F. L. Jackson, applying for permission to fall bush on the road line fronting his section on the Opawe road, also asking when tho sum of £64 accrued thirds is to bo spent on improving the road lino, and whether tho work will be continued daring this winter. From tho Land Department, forwarding valuation roll based on theassesoment for the three years commencing Ist of April 1892 From Mr Lucas, Chairman of the No 2 Small Farm Association, asking the Board to take steps to raise a loan of £1860 for making roads in which the Association and tho Board arc jointly interested. From tho Colonial Secretary, statiug that the proposal to borrow £'5492, was gazettotl on tho 13th of April last. From the L'tnd and Survey Office, stating thut portions of the Oroua Coal Creek Main Kilge road lying between sections 4 and 26, block XE Apiti will be handed over to the Board about tho end of April. From tho Land Tax Department, forwarding a schodulo of transactions in Crown Lands within tho Board's District to the 31st January last. Tho Sicretury called the Board's attention to the state of the banking ac* counts. There wac a sum of £3000 due from the Government as loan money Several contractors accounts had been paid out of general income The following aro the pnrtisulars of the loan requirements referred to in Mr Lucas' letter. To construct eight miles of road from Pohangina township section 9, black VI, £960, five miles of road from tho township to tbe metal reserve section 14, block V, £600, to construct a road from the township sce'ion 3, block K. £100, to give an outlet to sections 27, 21, 19, and 13, £200 Total £1860. The Board was opinion that Mr Lucas 1 estimates were far too low, and needed revision. Resolved, That the members of this Board agree to hold themselves personally responsible for an e.vera overdraft at lhe Bank of £340, ia order to meet payments duo this day. Ee3olved. That about throe chains at the junction of London's road and Mam Ridge road be made passable for traffic, out of thirds now available. Resolved, That the Board provide the necessary stamp for dog collars. Resolved, That the ratepayers of Nos 1 and 2 Wards be requested by public notice (throe insertions in the Star and Advo* cate) to restrain their cattle and horses from grazing on the roads. Resolved, That the following names be placed on the rate roll as requested, that of W, Vieary in place of John Roberts for section 42, block XI. that of W. Henson for section 28, block XIV, in lieu of H. Jacobs, that of E. T. Mason in lieu of F. J. Browne for section 16, block V. Resolved. That W. Hensen be granted permission to fall the bush fronting his section on the usual terms, but the Board cannot undertake to find pegs. Resolved, That notice be given that it is the Board's intention to raise a loan of £5156 for No. 3 ward, and that a special rate be struck for that purpose. Resolved, That the names as forwarded by the Commissioner of Taxes of persons who have taken v.p sections ironi the Crown since last valuation be placed on the rolls, Resolved, That settlers who wish to metal the main road Apiti be granted permission and wait for payment until the Board is in funds. i Resolved, That the Engineer be in. structed to inspect the bush felled on road line fronting sections 17 and 18, block XIV, and report. Resolve 1, That the Engineer be instructed to inspect the metal proposed to be used on No. 6 contract, and if satisfactory consent to its use by Mr Macmillnn. Resolved, That a special rate of 3kd in the £, be hereby made for the purpose of providing interest on a loan of £5492 such rate to be annually recurring for the term of 26 years, and payable on the first days of January and July in each year. Resolved, That Wardens Dickin and Arbon sign cheques, and interview the Bank re overdraft. Resolved, That M. Power be granted a lease of metal reserve No. 47 on the usual terms. Resolved, That the action of Warden Dickin and the Engineer re-omitting the construction of the bridge over tbe Tokiawa stream and entering into a contract to erect a bridge over the Makohina stream be confirmed. Eesolved, That the name of W. T. Grieve be inserted on the rate roll in lieu of that of C. A. W. Hunt, also that Mr Grieve be granted permission to erect the required fence at his own expense. Resolved, That W. Jackson's request to fall the road line, be granted on the Board's usual terms. Resolved, That the Board cannot recognize Mr Haythorne's claim, A3 the outlay wa9 incurred without tho sanction of the Board. Resolved, That the Engineer inspect drain fronting section 54 Valley road, and if necessary, make arrangements to check the overflow. Resolved, That Charles Selby's application to be put on the rate roll for section 41 and part of 40, in liew of Adrian Porter be granted. Resolved, That the Engineer consult with Mr Lucas re loan proposals for the Small Farms Association, and prepare another estimate if necessary. Tho following notice of motion was
given by Mr Bell. That it is his intention to propose at the next meeting of the Board tli.it the whole of the sections in No. 3 ward lying to the east of Coal Creek be merged in No 4 ward. Resolved, That the following tenders be accepted :— That of Mr Warm for Nos. 8 and 9 contract ; that of Mr Shadbolt for No. 7 contract; and that Warden Arbon and the Engineer be empowered to let a contract for busbfelling in Opawe road. The monthly accounts were passed for payment, and the Board adjourned.
