(rEB PBKSf ASSOCIATION.) London, April 13. The Standard states that when the Home Rule Bill is in committee a member of the Liberal Party will move an amendment that the north and east connties of Ulster be excluded from the dominion of the Irish Legislature. Mr Hogan, in his speech on the Home Rule Bill, said the colonial Irish had proved their political capacity. Orangemen and Nationalists worked in harmony in the colonies. Autonomy for Ireland would be the first step towards Imperial Federation.
