In the House of Commons to- day, a proposal by Mr Win. Allen, Liberal member for Newcastle under Lyrne, respecting the payment of members, was carried by a majority of 47. There was a stormy all-night sitting on the annual Army Bill, during which the Speaker censured the Hon. James Lowlher for obstruction. March 26. Mr John Burns, speaking on the question of Payinout of Mombois, said tho honour of tho House doinnndod that poor ineinbors should bo protected agaiust corruption. Sir William Harcourt said payinont would be iuevitablo aftor tho extension of tho suffrage. March 27. Mr Gladstone) is being shadowed by detectives, as it is feared an attempt may be made to injure him. The l'remier has informed a Liberal Meeting that ho will force the second reading of the Home liule Bill on April 6th.
