Charles de Lesseps vainly ' offered him 100,000 francs to vote for the Bill, and on his refusal the offer was increased to half a million francs. A witness named Barker deposed that M. Barbe, late Minister of Agriculture, received half a million francs for promo* ' ting the Lottery Bill, and he alleged the late Baron Beinach assisted m keeping up Panama stocks.
