Two deaths from Cholera yesterday. Berlin, November 23. The newspapers received the Emperor's speech coldly. The Emperor, in opening the Reichstag, stated that friendly relations with the Powers were fully maintained, but the developement of military power in Europe makes it imperative for Germany to strengthen her army, and the new Bill, he declared, enables the nation to utilise its power of defence to the fullest extent.
