Pohangina Road Board
The monthly meeting of this Board was held last Saturday. Present— Messrs Lucas (chairman), Arbon, Burton, Dickin, and Richards. The minutes of the last meeting were read and confirmed. Correspondence :— From the Kiwitea Road Board, stating that their Board will be agreeable for the Pohangina Board to expend their portiou of grant referred to, the amount to be determined at the Board's next meeting. From the Treasury, enclosing form re loan of £6000, to be filled iip before application can be dealt with. From G. A. Lyne, forwarding account of £9 for felling road line. From E. Hopkins*, agreeing to make and keep in order the dram in dispute for the sum of £6. From R. Caidwell, re map ofthe Board's boundaries. From Kirton and Curtis, proprietors of the Feilding Stab, calling the Board's attention to the fact that a number of subscribers to the STAR complain that the Board's notices are not advertised in that paper. ' From Donald McKenzie, asking the Board's permission, to lease section 43 block XI, Apiti,. and agreeing to givo tlie Board access when necessary. From the Colonial Secretary, re appar T ent error in the boundaries of No. 3 Ward, and stating that the alleged error is an intentional departure from the description which accompanied the petition. The map forwarded by tiie Board is incorrect as to the source of the Pohangina river, consequently the boundaries are wrong. From W. G. Ashworth,: of Birmingham, applyiug for permission to faU 66 chains of road lme on his section. The Chairman informed the Board that he and Mr Arbon' had adjusted accounts with the Kiwitea Board, showing a credit balance of £62 odd' in this I Board's faybr. The Chairman also arranged for a temporary overdraft of £500 at the Bank. Proposed by Mr Lucas, seconded by Mr Richards, that the order which was proposed at the meeting held on the Bth October last, be hereby confirmed, and that the Board adoptee " Local Bodies Act 1888," and " Government Loans to Local Bodies Act, 1889."— Carried. Proposed by Mr Arbon, seconded by Mr Dickin, that the Board in future hold their meetings at 2 p.m. instead of 11 a.m. as at present. —Carried.Proposed by Mr- Dickin, seconded by Mr Burton, that Messrs Lucas and Arbon be authorized to arrange for an overdraft of £500 at the Bank of Australasia.— Carried. Proposed by Mr Dickin, seconded by Mr Burton, that Messrs Lucas and Arbon sign cheques for the Board together with the Board's Treasurer.— Carried. ' Proposed by Mr Lucas, seconded by Mr Dickin, That the Secretary, draw up a stamped agreement and forwarded it to Mr Hopkins re dram, also enclose cheque for £6 as agreed upon. — Carried. Proposed by Mr Dickin, seconded by Mr Richards, That the Engineer be instructed to inspeot the bush felled on the road line fronting G*. A. LyneV section, aud, if satisfactory, the amount due be paid,— Carried. , >A Proposed by Mr Luca9,, seconded by Mr Richards, That the Secretary be instructed to get seal and cheque book for the Board's use. — Carried. Proposed by Mr Lucas, seconded ;by Mr Richards, That the Secretary write to the Wanganui Harbour Board, asking them to grant to the Board section 11, being part of the Pubhc Building Reserve, to enable this Board to erect offices thereon. — Carried. Proposed.by Mr Dickin, seconded by Mr Lucas, That the Secretary ba instructed to make the necessary arrangements for taking a poll of the ratepayers of No. 2 Ward re the proposal to raise a loan of £4592, for the formation of roads within the Ward, Tho poll to bo taken on Saturday the 26th of November.-'-Carried, ' . Proposed by Mr Burton, seconded by Mr Dicken, That Mr McKenzie be allowed to lease the gravel reserve, section 43, block XI, Apiti, at Is per acre per annum, Mr McKenzie to pay for the necessary agreements.— Carried. . • . Proposed by Mr Arbon- seconded ;by Mr Burton, That the Secretary bein* structed to write the Colonial Treasurer, asking if the £1000 allocated for the Oroua Coal Creek roads, and the £500 for the Totara Reserye - are ayailable. — Carried. , Proposed by Mr Dickin,, seconded by Mr Arbon, That the Advocate and Manawatu Times be asked to insert the Koyal Arms over all the Board's advertisements free of charge, in lieu of any special discount to the Board; and. that,, the. Clerk to the Board be instructed to specify the space to be occupied by advertisements, and that all excesses be deducted frpm accounts. — Carried. Proposed by Mr Richards, seconded by Mr Burton, That the Secretary write the Commissioner of Crown Lands, asking if the 3s 6d per acre retained for road making on the Oroua Coal Creek block north, be available as interest on a proposed loan to be raised for reading the said block.— Carried., Proposed by. Mr Burton, seconded by Mr Dickin, That the Board's wages for roadmen be 6s a day.— Carried. Proposed by Mr Richards seconded by Mr Dickin, That Mr Ashworth be granted permission to fell road line on the Board's usual terms. — Carried. Proposed by Mr Dickin, seconded by Mr Arbon j That Mr H. J. Hayn's be ap« pointed Engineer to the Boa,rd for one year certain, in terms of his application, commencing this dav. The proposition was carried, Mr Burton voting fpr the motion in addition to the mover and seconder. Au amendment moved by Mr Richards, seconded by Mr Lucas, that Mr C. Bray, jun., be appointed, being lost. The terms of Mr Hayn's apphcation were 7 per cent on. work done ; yfor the Board, for service only ;• or to carry out the engineering work, supply aU specifications and copy of the same for 10 per cent on total expenditure. If work in connection with schedule for large works loans, &c. a piroportunate amount to be paid for such. Any sum aboye 10 per cent will include an Inspector to supervise such large works. C. Bray, junr., undertook to accept the duties of Engineer to the Board at 5 per cent commission on the amount expended. C. McKenzie, of Mahi, Bulls, and W. H. R. Fiyger, of Palmerston, also tendered at a similar rate of commission. The usual monthly accounts were passed for payment and the meeting adjourned.
