Russia and England

The Novoe Vremya, which is General Shiskin's organ, says Russia is willing to grant concessions to England in Central Asia if Lord Rosebery is conciliatory, otherwise she will oppose Mr Gladstone in the Balkans, Egypt, and Asia.
