LEGISLATIVE COUNCIL.

(PEE PBESS ASSOCIATION.) Wellington, September 20. The report of the Statutes Revision Committee on tbe Electoral Bill was prevented and ordered to be considered next day. f Sir Patrick Buckley moved the second reading of the Shops and Shop Assistants Bill. Sir George Whitmore opposed the Bill as being a monstrous proposition that shopkeepers should be compelled to shut up at a certain hour. The Hon. Mr Oliver considered that the Bill would have the effect of restricting the liberty of the subject. He was thoroughly in sympathy with the haltholiday movement, but thought that it should be voluntarily conferred. Very soon every act of a man would be subject to Government inspection. The Hon. Mr Pharazyn opposed the measure, regarding the compulsory halfholiday as an absurdity. Country storekeepers and labourers were, in his opinion, equally entitled to the concession as were townspeople. The Bill was read a second time on the voices and referred to the Labour Bills Committee.
