A farmer named Mitchell, at Ballinasloe, in Ireland, killed his mother and cut out her tongue. He afterwards confessed his crime. The Associated Chambers of Com merce, now meeting at Newport, in Monmouthshire, have passed a resolution in favour of fieetrade between England and the colonies. Berlin, September 21. The Post states that the army is to be increased by 100,000 men. Ten Russian suspects have been expelled from Berlin. Paris, September 21. News from Africa states that 4000 of the King of Dahomey's troops attacked the French forces at Dogba, losing 1000 men killed. The French loss was only five killed, including two officers, and ten wounded, though the natives fought desperately for several hours. New Yobk, September 22 By a fire at Rockaway Beach, a fashionable watering place 20 miles south of New York city, a hundred buildings were destroyed, including many of the hotels. Several lives were lost, and the damage to property is estimated at half a million dollars. It is reported in Simla that the Duke of Con naught will succeed Lord Roberts in the spring as Commander in Chief in India. The London Commercial Deposit Building Society, which suspended payment on the 18th inst. will resume operations today. The directors have decided to reorganise the Liberator Building Society which suspended in the early part of the month. Constantinople, September 21. Kussia has called the Sultan's attention to the serious result which may follow if the relations between Turkey and Bulgaria become contrary to the existing treaties. The message has created a sensation in the city. Vienna, September 21. The Emperor of Austria meets the Kaiser at Schonbrunu, near Vienna, on October 9. The object of the meeting is to arrange for an increase of the Austrian army. St. Petebsbubg, September 21. The Russian Government has prohibited the Jews from giving their children Christian names. Washington, September 21. A conflict has occurred in Kansas between negroes and whites, in which nine of the former were killed. They were led by a member of the * People's Party.' ______
