New English Cabinet
(per press association.; London, August 16. To-day's cable re the Cabinet is confirmed, with the following additions: — Lord Kimberley, Secretary of State for the Indian Department and Lord President ot the Council ; Sir G, 0. Trevelyn, Secretary for Scotland; Mr Arnold Morley, Postmaster-General ; Mr C. T. Dyke Acland, Vice-President of the Education Department ; Lord Houghton, Lord-Lieutenant of Ireland. The latter will not have a seat in the Cabinet. Mr Gladstone has submitted the names of the Government to the Queen and dined with Her Majesty at Osborne. On his arrival at Portsmouth Mr Gladstone was accorded an enthusiastic welcome. August 17. Mr Labouchere has had some warm correspondence with Mr Gladstone on the subject of his inclusion in the Ministry. Mr Gladstone says the Queen showed some disinclination to his inclusion. It is officially announced that the Marquis of Ripon has accepted a portfolio as Secretary of State for the Colonies. Lord Roseberry's acceptance of office in the new Cabinet is officially announced, in consequence of whch foreign stocks, generally, have been hardened. The Times says that the Cabinet's vote will be unintelligible, owing to the docility of the members who will really be chief clerks of Mr Gladstone's. The Standard hopes the Marquis of Ripon will show more tact as Secretary of State for the colonies than he did as Viceroy of India. The Chronicle doubts whether the Cabinet is of a sufficient democratic character to meet with the approval of the people. The Daily News states that Lord Roseberry feared his health would uot permit him to hold office, and that he is quite in accord with Mr Gladstone's policy. Mr Gladstone's address to the Midlothian electors was quite of a formal nature. Mr Labourcbere has giyen notice to move next session that Egypt be evacuated by Great Britain.
