(Received March 24, 11 a.m.) London, March 23. The Appeal Court has confirmed the judgment of Justice Sir Chas. F. Butt, President of the Divorce Court, in which he refused to grant Mr Armstrong a commission to take evidence in Vienna in his suit he is bringing against his wife (Madame Melba). Owing to the Behring Sea difficulty the British squadron in the Pacific will shortly assemble at Esquimalt, a seaport of British Columbia on Vancouver island. The Durham strikers show no disposition to yield though there is great distress among the families of the men out of work. There is muoh turbulence among the strikers. Mr E. Robertson, member for Dundee, moved in the House of Commons jeator day for the abolition of the common law on the doctrine of conspiracy, with the object of justifying boycotting and the plan of campaign. The motion was rejected by 226 to 180. Sir W. V. Harcourt, aud Sir Charles Eussell were among those who supported the motion. The Permanaut Financial advisers of Victoria are sounding the market relative to that colony's issue of a second batch of one million pounds worth of Treasury Bills. Calcutta, March 23. The Lushias sharply attacked a small British expedition which was sent to punish the rebels and arrest their chief, aud for sometime held them in a very dangerous position. A much laTger foroe are preparing to match against the rebels. St. Pktbbsbubg, March 23. Many of the Governors of the Provinces ignore the esistance of the famine, aud are enacting the entire tax by means of the merciless flogging of the peasants. Yabis, March 23 Five cases of dynamite have been stolen in Marsielles. The Anarchists are supposed to have had a hand in it. Beblin, March 23. The Emperor is suffering from great hoarseness and geueral languor. Dr Miguel, Minister of Finances in the Pussian Cabinet declines to sucoeed Count Capnyi as Premier of PruHßia, Melboubnb, This Day. The Charity Organisations fear that the poor will suffer more severe hardships during the ensuing winter than has been experienced by that class of the community since the foundation of the colony.
