Feilding Borough Council

— -, w The ordinary meeting of the Feilding Borough Council was held in the Council Chambers on Thursday, the 3rd instant. Present— His Worship the Mayor (M 1 W. G. Haybittle,) Crs T. B. Chamberlain' J. C. Thompson, Gould, Watts, and W. Carthew. Cr Goodbehere sent a letter explaining his absence, owing to being away from home. Leave of absence was granted to him, and also to Crs Lethbridge and Sandilands. CORRESPONDENCE. From E. J. Martin, giving notice of his intention to be at Feilding with his plant for sinking for artesian water, on the Bth of February last. From James A. Weight, Palmerston North, applying for surplus money oyer expenses in reference to a horse sold out of the pound. From J. and A. Watson, stating price at which they would paint and letter the notice board at the cemetery, viz., £1/2/6. From Charitable Aid Board, reapphcation for grant which would be laid before the Board ou 2nd March, and asking for statement of amount required. From J. D, Valentine, asking permission to erect scaffold on footpath in front of Mr WoUerman's property, also to dig away part of the footpath facing the Square to make access to cellar. GENERAL. Mr G. C. Hill, valuer, reported the passing of the valuation list at the Assessment Court on the 26th ult. There were objections to 30 properties 19 of which passed the court unaltered and the reduction on the others being trifling. The total reductions amounted to £73 10s annual value, thus altering the total on the valuation list from £10,840 10s to £10,767, which leaves a net increase of £1.093 on last year's list. The Finance Committee recommended for payment, of accounts the sum of £78 15s 9d. Proposed by Cr Carthew, seconded by Cr Watts, That the Finance Committee's reported be adopted. Proposed by Cr Carthew, seconded by Cr Watts, That Mr J. D. Valentine be permitted to erect a scaffolding and make excavation subject to the approval of the Clerk of Works. Cr Watts supported the apphcation for the scaffolding to be erected, but thought lt out of order for the footpath to be dug away. Cr Gould opposed the motion to allow the path to be dug away, and he thought the trap door might be constructed so as to obyiate the necessity for using the footpath. Several other councillors objected to the footpath beiug interfered with. The motion was then put and negatived. Proposed by Cr J. C. Thompson, seconded by Gr Gould, That Mr Valentine be permitted to erect scaffolding as rerequested, but not to interfere with the footpath by excavation.— Carried. Cr Gould enquired from what source the Charitable Aid funds were derived, remarking that he would support, deserving cases being supplied with rations, but considered that in cases where the people receiving aid could support themselves he would object to its continuation. The names of those receiving Charitable Aid were then read and approved of — 7 cases in all. The Clerk had made application to the Board for £30. Proposed by Cr Watts, seconded by Cr Carthew, That the surplus money from sale of a horse be paid to Mr Weight on his giying the necessary proof of ownership. —Carried. The Mayor spoke as to the promising condition of the Borough funds, and said he thought some of the long delayed pubhc works ought to be carried out, especially the work in Manchester street, from Fitzroy street to Grey street, petitions having been previously received from the ratepayers in reference thereto. Cr Carthew suggested that in future drain pipes should be inserted in place of wooden culverts, as being of greater advantage and more economical, considering they would he, practically speaking, everlasting. Proposed by the Mayor, seconded by Cr. J. C. Thompson, That plans and specifications be prepared and tenders be called for putting in a pipe culvert in Mancbester Street from Fitzroy street to join culvert at Glasgow House. — Carried. Proposed by the Mayor, seconded by Cr J. C. Thompson, That plans and specifications be prepared, and tenders called for forming, culverting, and metalling that part of railway line between North road and Camden Btreet.— Carried. The Mayor advocated the painting of the bridges in the principal streets in the town, as these were substantial structures and were worth attending to. Proposed by the Mayor, seconded by Cr T. B. Chamberlain,. That tenders be called for painting the following, viz., Warwick street, Beattie street, and Derby I street bridges.— Carried. j The question of making some improve- < ment in the corner of Grey and Warwick streets was discussed. The feeling of the Council was that some means should be devised so that the turn at this place should be graduated, thus lessening the danger incurred by conveyances travelling that road, especially in the dark. Proposed by Cr Gould, seconded by Cr J. C. Thompson, That the matter of Warwick and Grey street be referred to the ( Public Works Committee to report at the next meeting.^Carried. Proposed by Cr Carthew, seconded hy Cr Gould, That £25 be voted to the Fire Brigade to pay the instalment now due on the engine. Cr Carthew said this was in accordance with a previous resolution passed hy the Council which provided for subsidising the Brigade funds pound for pound up to £25 per annum. The Brigade had worked well in the past and Captain Morey informed him they had near £25 in hand Which- with this vote, would make up the £30 instalment now due on the engine and he hoped the Council tfould carry out their promise. The Mayor said that the Bngade deserved encouragement. They turned out Very promptly when the fireball rang but he would like the Council to notice that the payment was not due yet. It was not, as Cr Carthew had suggested, that the previous vote when passed was for the past tWoyeaTS. He hoped Cr Carthew would not remain under the imprea&ion that the Council did not carry out their promises. The resolution was then put and carried. Proposed by Cr J. C. Thompson, seconded by Cr T. B. Chamberlain, That the Mayor, Crs Lethbridge, Carthew and Sandilands be appointed a deputation to interview D. H* Macarthur, Esq., as agent for the Colonist's Land and Loan Corporation, re the transfer of the sections known as the " Recreation Reserve " to the Council on behalf of the burgesses, and also to request him to use his influence in procuring for the use of the Borough, section 95, Manchester street, hitherto known as the Town Hall site. Cr Thompson remarked that a Town Hall site would be very useful to the Council at some time or other, and in regard to the Recreation Beserve, whilst they had eyery confidence in the agent, yet he thought their duty to the Burgesses demanded that they should take some action in the matter. Cr Carthew raised the question as to ■Whom the property should be vested in if 8C Tbe Mayor said he would like to see some title to the ground procured. With regard to the •« Town Hall site " in Manchester street that was quite new to him. He bad neyer knowu it to be called by

that name ; but there was no harm in asking Mr Macarthur about the property, r The motion was then carried. [ Proposed by Cr J. C. Thompson, seconded by Cr Gould, That tenders be advertised for the supply of Charitable Aid ■ rations, the supply of maintenance metal, > and the supply of teams for carting, and also for the lighting of the street lamps during the ensuing year. — Carried. The Couucil then adjourned.
