In a notification published in the Gazette, the Queen thanks her subjects for their sympathy with the Boyal family in their recent bereavement. The sympathy of the millions had been toucbingly and visibly expressed — & fact which was deeply gratifying, and which caused her, on behalf of herself and children, to express from her heart her gratitude to all. She had loved the Duke of Clarence as a son, and the sympathy evinced at hia death would be a help and consolation to her. She had sustained heavy bereavements during the last thirty years, yet she earnestly prayed for health and strength that she might work for the good and happiness of her dear country and the Empire while her life lasts. A state of seige has been declared in Bilbao, where miners out on strike nre defying law and order. All mines are shut down, and are guarded by police and military. New Yohk, January 28. A sensation has been caused in this city by the disclosure that the apology of the Chilian Government was received before President Harrison's message, de* daring that the United States demands should be enforced, was sent to Congress. In their note of apology, the Chilian Government expressed profound regret for the outrage on the men of tho warship Baltimore, and sincere respect to» wards the United States. They also offered to leave the question of reparation for outrage in the hands of the American courts.
