The Standard admits that the results of the Rossendale election was a signal disappointment, and says it would be folly to disguise the severity of the defeat. The Irish papers, in commenting on the result of the Rossendale election, take the opportunity of pressing Mr Gladstone to reveal his policy, A serious quarrel has taken place between Her Mnjesty the Queen of England and the Emperor William of Germany owing to the latter's alleged want of sympathy with the Royal Family in the loss of the Duke of Clarence and Avondale. Washington, January 26. The ultimatum issued to Chili by the United Stales Government does not make reference to any of the recent incidents which havo taken place in Valparaiso ; it is simply a defence of Mr Egaa against the complaints made by the Chilian Government. In a message to Congress President Harrison declares that the United States demands should be enforced, nnd they must protect lhe prestige and dignity of the Government officials in foreign lands against insults and brutahty.
