Kiwitea Road Board
The ordinary meeting of the Kiwitea Road Board was held in the Board's office on Saturday, the 21st inst. Present — Messrs Taylor (chairman), Williamson, Shannon, Horner, Lucas, Holden, Reid, and Mills. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From R. Taylor, junior, requesting payment for felling bush on road line. From Harrison and Moar, re insertion of names on rate roll. From P. Kerrigan, re insertion of name on rate roll ; also, requesting permission to fell road line. From Thomas Bryce, re proposed deviation of cross road near his section in the Kiwitea district, which he considered would not be desirable. From Alfred R. Cox, re felling bush on road line. From T. Hirst, same business. From V. A. Densham, re insertion of name on rate roll. From Henry Hickford, re change of name on rate roll. From F. B. French, re specification for felling road line. From A. Munro, re felling 3 acres of bush on Lower Kiwitea road. From Inspector General's office, re representation of local bodies in reference to the "Hospital and Charitable Institutions Act, 1885." From District Land and Survey Office Department, re punt on Rangitikei river. Matter referred to Government for consideration. From same, re vesting of section 74, Block VII, in Kiwitea Road Board. From James Meehan, complaining of annoyance caused by cows and calves congregating about his hotel. From J. E. Calvert, re payment for felling road line. From Gustave Foster, asking permission to cut grass seed in front of his section. From Town Clerk, Palmerstpn North, intimating that a meeting of delegates of the various local bodies included in the the Palmerston North Hospital District was convened for Thursday, the 29th ult., at 2.30 p.m., in the Council Office, Palmerston North. From Lands and Survey Department, re expenditure of thirds, notifying approval of same where the sections are benefitted, and requesting information concerning others. From same, on same subject. NEW HOSPITAL FOR PALMERSTON NORTH. The Chairman reported that he had attended a meeting of delegates of local bodies interested in the erection of a hospital for this district at Palmerston North. He stated that the project was being enthusiastically taken up by the townspeople, and it was decided to call for plans for the projected hospital and to offer a bonus for the best one. It was considered that £2000 was the lowest amount that could be done with. Towards this there was in hand a sum of £1238, with a possibility of another £390, also £350 to be derived from the old Bulls' Hospital. One gentleman present had promised to overtop any single subscription that might be made. GENERAL. Proposed by Mt Horner, seconded by Mr Shannon, That the Engineer has the necessary work about Beef Creek completed with as little delay as possible.— Carried. Proposed by Mr Horner, seconded by Mr Reid, That Mr Munro and Mr French be informed that the Board does not intend to deviate from its general rule re bushfelling on road lines, and declines to fell the road except on the terms offered. — Carried. Proposed by Mr Lucas, seconded by Mr Mills, That permission be given to Mr Kerrigan and Mr T. Hirst to fell bush on road lines on the Board's terms : everything down, 30s per acre, to be paid for when passed by the Engineer and the Board is in funds. — Carried. Proposed by Mr Lucas seconded by Mr Reid, That the names of Harrison and Moar, in place of W. Shaw, for section 70, Block IX, Pohangina; and Patrick Kerrigan, instead of Fred Slade, for section 10, Block XIV, Awahou, be placed on the rate roll. — Carried. Proposed by Mr Williams, seconded by Mr Taylor, That the Engineer; be instructed to attend to the several places in the Waituna and Makino wards requiring drain of culvert. — Carried. Proposed by Mr Shannon, seconded by Mr Taylor, That permission be given to Mr Brock to fell road line on the Board's usual terms. — Carried. Proposed by Mr Shannon, seconded by Mr Horner, That V. A. Densham's name be placed on the rate roll for section 65, Block XI, in place of Henry Hickford.— Carried. Proposed by Mr Shannon, seconded by Mr Taylor, That as no tenders have been received by the Board for cutting grass seed, the settlers in the Kiwitea Road Board district shall have the right of cutting grass seed fronting their sections and in case of sections on opposite sides of the roads belonging to different persons each person to have the right of cutting half and Mr Foster be informed of this resolution. — Carried. Proposed by Mr Taylor, seconded by Mr Mills, That the Engineer put the pound in order af Cheltenham. — Carried. Proposed by Mr Shannon, seconded by Mr Horner, Thaf the Engineer be instructed to have all trees felled on the road line fronting the sections belonging to Mr G. V. Shannon, Ongo. — Carried. " Proposed by Mr Horner, seconded by Mr Shannon, That tenders be called for forming a five foot bridle track on the Kiwitea Cross Road as far as the thirds now approved of will allow.— Carried. Mr J. J. Williamson tendered his resignation as warden for the Waituna Ward of the Kiwitea Road District as he was leaving New Zealand for some time. The Chairman paid a high tribute to the valuable aid Mr Williamson had always rendered to the Board, and he hoped that on his return to New Zealand his services would be secured again. (Hear, Hear). The resignation was then accepted. It was then decided that the Clerk be authorised to take steps to fill the extraordinary vacancy caused by the resignation of Mr Williamson. Proposed by Mr Ried, seconded by Mr Lucas, That application be made for accrued thirds and fourths in the Hautapu Ward to be spent as follows :—Continuation of Rangitikei Road East to the amount of £64 14s 0d in 5 ft formation ; Pakihikura Road, £1 15s 7d (Cliff road at Otara) thirds from section 21, 23, 25, 27, 29, 31 ; Sandon Block £8 18s 3d, in making 5ft track. — Carried. Mr Lucas introduced the question of the separation of Pohangina from the Kiwitea and stated that all the necessary papers had been prepared and more than the requisite numbers of signatures had been obtained and he moved the following resolution which was seconded by Mr Taylor, That the petition for the forming of a new Road District to be known as the Pohangina Road District be forwarded to the Governor, the said petition containing more than the numbers of signatures required by the Act for the forming of a new Board (namely) we have 345 residents out of which we have obtained 292 signatures, the said Board to be divided into five subdivisions — Carried. Messrs Cameron and Hammond waited on the Board to urge the importance of forming about 26 chains of road from the termination of Whare Road to Mr Cameron's house, as at present they were practically cut off from any outlet. The result was the following agreement was drawn up and signed by Messrs Peter L.
Cameron, Beckett, and Hammond : We hereby undertake to bear half the expense of forming 26 chains of Ruhi road, Otomukapua Block, from end of the present road contract, up to £50, providing that your Board undertake the work at once and such an amount be refunded as the rates accumulate. The monthly accounts were passed for payment and the meeting adjourned.
