-&. |Pliß UNITED TRESS ASSOCIATION] St. Petersburg, November 18. In consequence of the outbreak of peasants, large bodies of troops are being drafted to Kharkov. It is stated that the object of M. De Giers' visit to Paris was to arrange an alliance between France and Eussia. November 19. The Government has decided to send 40,000 infantry to reinforce the Eussian troops stationed on the Polish frontier. The Budget of the Eussian Minister of War and Marine is ten million roubles heavier than usual, despite the presence of famine in the land. Bebwn, November 18. The Cologne Gazette says the famine in Eussia has nothing to do with Germany maintaining her army in a state of readiness for war. November 19. Messrs Nordmeyer and Michaelson, bankers, of Hamburg, have failed, with liabilities at £750,000, whilst the assets are only trifling. Both bankers have been arrested. London. November 20. M. De Giers is at Pairs. He declares that the report that he intends to sign a treaty of alliance with France is baseless. The Standard, however, thinks his visit is ominous. The Times denounces the alarmingly dangerous condition of the British Army. Paris, November 20. The Deputy from Basle urges the French Government to assume the management of the coal mines. M. Freycinet proposes arbitration, which the strikers ava willing to accept. They demand pensions for pitmen. Berlin, November 20. Baron Graverenth was lulled and many German's wounded' m a fight with the natives in the Cameroons, West Africa. Vienna, November 19. The Austrian soldiers on the Polish frontier are to bo largely reinforced.
