The monthly meeting of the Council ,>. was held in the Council JDhambers on^.' Thursday, the Ist inst. Mayor (in the chair)-, Crs S. J. Thomp. J son, Watts, Goodbehere, T. B. Cham-f berlain, and Sandilands. * 5 The newly elected Cm, Messrs 3. O£ Thompson^ Lethbridge, and Carthew, read* the usual declaration and took their seats.^ The Mayor congratulated the new Cra;* on their election, and also the Council^ r and the ratepayers in securing the serv vices of such practical men. . <" • The minutes*of the previous meeting-, ' were read and confirmed. _ V. COBBESPONDENCE. * From Mrs Mary Carthew, application, for name to be inserted on burgess roll. - From W. A. Charlton, stating that Mr John Walker ia suffering from. typifcid fever, and that all necessary preca£|LjA . had been taken. y?" From B. Thompson wishe,d for legal information he should -Have borne the expense himself, as he (Cr Sandilands) would if he had been in the same position. The Mayor here asked Cr Sandilands to make his remarks as brief as possible. Cr Sandilands replied that so long a.B he was speaking to this resolution he was entitled to speak as long as he chose to do so. * Or J. C. Thompson very strongly ob- ' jectedto the reflections on members of the Counsil. made by Cr Sandilands. The motion was then earned. , t Proposed by Mr Sandilands, seconded by Or Lethbridge, pro forma, .That tne - report of the Public Works committee to referred back for further consideration. - Cr Sandilands considered that the reports should be more practical and that some course should be adopted bo that the Council should have an opportunity of knowing more minutely what each committee had done during the month. The dnanage of Messr Beading's and A* Eade's several properties should be fully discussed, as, jf the Public Works committee's suggestions were carried out; and the properties drained by the Council, other owners might make similar requests. Cr J. 0, Thompson could not compliment Cr Sandilands on his attention to the reading of the report of the Public Works Committee, and remarked that the property was a most difficult one to drain ana the question to decide was whether the Council should provide drainage for household waters, or whether the owners must do the work themselves under the direction of the Inspector. Crs Watts and Goodbehere made' s6me remarks on the matter and the Mayor thought it would be an impossibility for the Council to drain pnyate properties. He also referred to the remarks made by Cr Sandilands and thought they were uncalled for, as the Committees spent considerable time over these reports and did% ; their duties y»ry well. * , ? Chamberlain, That property owners and occupiers be informed by the Inspector oi Nuisances that they are to make improved arrangements for the drainage of their properties according to ' Bye law 2, section 78. — Carried. v - ' Proposed by Or Haybittle, seconded by Or S.
