The following are the principal provisions of the Municipal Corporations Act Amendment, introduced by the Hon. Mr Ballance: — Two-thirds of a majority of ratepayers actually voting shall carry a loan poll in a borough or town district ; that one per cent of the general rate may be applied to purposes not authorised by the Act in force for the time being ; that a Council may transfer its power to supply gas and electricity subject to the approval of the ratepayers ; that aid may be given to the museums and libraries and charitable institutions ; and that schools not conducted for profit are exempted from rating, but so that not more than four acres be used and occupied by or for the purposes of any one such institution or school.
