liable to ; paiuH and penalties, Jvc quote the following, which rdfers more particularly to them, from the " Sheep Act," 1890 clause 51. „ "If any sheep infected with lice shall be found iv any pound, or in any public yard or yards/ or on any run or other public, place at which sheep are offered for sale, the owner of the sheep* so infected shall be liable to a penalty not exceeding five pouuda, uor less than oue pouud. The Inspector may give such person noiice in writing to dip such sheep forthwith to the satisfaction of the said luspector, and every such owner who refuses, neglects, or fails to comply with the aforesaid notice within fourteen days from the giving thereof is liable to a penalty not exceeding tea pounds, nor leas than oue pound. But, if the Inspector is satisfied that such sheep are intended for immediate slaughter he may withhold such notice to dip." The requirements of this Act are perfectly plain, and are clearly put, bo that there can exist no valid excuse for non compliance with the letter aud spirit of the law.
