TO THE EDITOR OF THE STAR. Sir, — In reply to your enquiry why builders do not send in tenders for works under .Government surveyors and other officials, my opinion is that the places where the work is to be done are so far away from towns where the materials can bo obtained, the roads are in such a bad state, and the works are so small that no profit can be made out of the work, as the extra cartage, and boarding away from home, eat all the profits that might be made if the works were nearer the builders' workshops. — I am, &c, ' H.T.
