The Manawatu Standard is eager tax capital. The editor suggests, in his issue of Saturday last, " The advisability of making the stamp duty on receipts a: progressive one, that is, for instance, if the present penny stamp on receipts over £2 should apply up to £5, and th£tt':for every pound or fraction thereof an additional penny stamp should be necessary.'.' Such a tax would be very oppressiye on those who'possessed a'little capital. For example, when a person with a banking account withdrew a deposit of say .£IOO he would have to pay 8s in stamp-duty.
