The balance will remain open until January. ' Parleying is proceeding to Becure the amount of the Queensland matured debentures at 90. Acceptable terms haye been offered to tenderers for the loan. Mr Parnell addressed a meeting of 20,000 people at Dublin, and was enthusiastically received. He said he intended to ask that Mr W. O'Brien should be allowed to audit the'fundsof which he (Parnell) has exclusive" control. In the House of Commons to-day Sir W. Hart Dyke, M.P. for Hartford, introduced a Bill providing vfor an.extra capi--tation grant of 10s on all children between 5 and 14 years,, on an average attendance at elementary schools, the effect of which will be to give absolutely free education to two-thirds of England and Wales. The Bill was well received, and will probably be read a, second time and then shelved until the next session. The Directors of the Omnibus Companies haye made a general offer to the men out on strike to concede their demands for twelve hours per day if they agree to accept sixpence reduction in wages. The exception is made in the case of drivers, of road oars, no reduction being made in their wages, although they will not" have, to work more than twelve hours. The directors Btate that this is the last offer they will make, and unless the men accept the terms they will de- , clare a lock out. June 9. -The Canadian Parliament decreed Sir J. Macdonald a'State funeral at Kingston. The proceedings were of an impressive and memorable character. The Qneen has expressed deep sorrow at the Pre* mier's death. ' Lord Salisbury, referring to Sir John in the House of .Lords, declared, vim to be as great a statesman as any nationJias seen. June 10. Baring's estate shows a surplus of one million and three-quarters. j?abis, June 9. The French are dismayed at the adverse decision given by the Czar in the arbitration case of French and Dutch Guiana It is stated that the friendly feeling towards Bussia is waning. The Bothehilds have drawn the attention of the French Government" to the horrible situation of tl<e Jews in Russia. • St. Petersbubg, June 9. The Czar has announced that if he is made aware of the exercise of brutality against the Jews he will severely punish the offenders. The Czar is reported to be incensed a t the brutal way in which the edict of cx r pulsion against the Jews has been carried out, and has directed more moderation to be shown. ' ' Lisbon, June 9. A number of members of the Chamber of Deputies are favorable to the sale of the Portuguese , colonies with a view of extinguishing thVpublic debt. Port-atj-Pbince, June 9. General- Hippolyte, the' President of Haytij is taking measures to exterminate all his opponents in the islands. ' * * Pekin, June 9 The Admiral of the French squadron threatens to bombard Nankin unless an indemnity is paid for the recent assault by Chinese, on the Messim settlement at Waho. America is also demanding the protection of Europeans in future. A Chinese mob have destroyed a French church and orphanage at Wusuch. .Hong Kong, June 9. Further rioting has occurred at Wusuch in China. A Customs officer and a missionary were - murdered and their houses set on fire.
