' ■* — ■+■ — .The. usual monthly meeting of the Board was held on Saturday the 6th June, „• 1891/ Present— Messrs Lethbridge (chairman), Purkiss, Downs, Wheeler, and' Pearce. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. ', , From Treasury, re application for pay- • ment of expenses for the election of councillors for -Waituna and Ashurst ridings, Oroua County. ' - From Messrs Hardie and Currie, re al-. teration of name on rate roll. ' From C. Jansen, asking the Board to .grant , permission to erect a temporary u fence in-front of section 73 and 77, Nannested's road, and 77 Reid's line. ' ■» % From J A. P. Wanganui Hospital and Charitable -Aid 1 district lying between the south bank of the Rangitikei • river and the southern boundary of the Horowhenua County, "to be created a new hospital district, and asking the Board's ■co-operation in the matter. ' ■ . • From Treasury, stating that £238 had been placed to the credit- of the Board, being balance of 10an, '£335, No. 6 Ward. From the Rangitikei County Council, . re expenditure incurred on the Onepuhi bridge, asking the Board to remit £97 9s 2d, their share af the cost. . " " From W.. H. Hartgill, manager for "<C.L.\& L. Co., Halcombe; re felling road line on Strathendrie farms. engineer's report. 1 "In company with Mr Downes, " I visited the drains on Mackay's and Kimbolton roads, complained of by Mr ElJnugton. The road drain on Mackay's road is not 'doing any damage to Mr Elkington's property but is actually a bene--fit to' him, as it keeps the water accumulating on the upper side of the road, from .from running over his land. The outlet from the culvert on Kimbolton road, which -Mr Elkington complains of, does certainly spread its waters over a portion of his • property, and to remedy that, we would propose taking out the present culvert, " -open out and deepen the road dram, and carry the water about 20 chains further r down the road, put a new culvert opposite Mr Elkington's southern boundary, and cut an outlet from, the culvert to the " terrace. By doing this it would effectually stop any water from the road oversowing on Mr Elkington's property, as the outlet fron the culvert would drain itself into a well-defined creek near the , road. " I beg to report having visited the Makino stream* running through Mr Hol•den's property, to ascertain .the cause of the overflow on the Makino road. I find , -•the overflow is caused chiefly through the .bad turns' in the creek, and there is no doubt the creek is not wide enough to take the whole of the' water coming down during a flood. The willows planted by Mr .Holden along the bank of the stream haye a tendency to check the flow of the water in heavy floods, but I do not think the willows effect the, flow of water\during ordinary floods. The stream is blocked in •several places through Mr Holdeu's prop- * 'verty/but Mr Holden informed me it was his intention to remove the debris shortly." • '"The only means' of stopping the overflow would be by widening and straightening the creek through Messrs Bell and Hol<den's properties." , GENERAL. . Proposed by Mr Purkiss, seconded by t Mr Wheeler, that the name of J. T. Bray be placed on the, rate roll for section 14 ' - J£, instead of" C. McHardie ; that of R. ' Ourrie, junr., for section 36, sub-division O, in place of R. Currie, senr. — Carried. Proposed by Mr- Lethbridge, seconded iy Mr Downes, That the Engineer have the old culvert closed and a new. one ! opened on Kimbolton road, complained of "by Mr Elkington ; also, have the drain on Kimbolton road deepened. — Carried. Mr McCrea' waited on the Board to ask, why they had broken faith with him as to making the road at Halcombe. He said it would depreciate his property to, a very, great extent, as it cut up his'paddocks. The Chairman stated the reason was that the present line was' a much better one, and it was considered that it would be to the great advantage 'of the public to take the road on the proposed line even if they-hadto pay a little more for 'severance. '■ '' ' Mr McCrea was 'informed that the JBoard would consider the matter. A discussion . afterwards ensued as to Mr McCrea's objection -as to the proposed line of McCrea's road and it was generally; •considered that the .' prase p 1 - proposed linewould not .injure Mr McCrea's property jn'any way, and a really good road would te obtained,, whereas the other line would be a very heavy grade and indifferent road. ' - With reference to Forlong's road, -which had been cut. up so much by cartting timber that the road could not now he used, it was generally considered inexpedient to take action against the carters. Mr Wheeler suggested 'that .Messrs !Mannagh b'envritten to with reference to the loads "carried from their mill at Waituna. He stated that they carried sometimes 5,000 on a load. He "considered that bye-lawa should ; be drawn up with ■ reference Itb the matter, and the chairman promised to look' into it and report at next meeting. Mr "Wheeler referred to a payment passed at a meeting of the Board in May, 1889, when himself and' Mr Jones retired from the meeting. The amount was for . a refund of L4O to Mr W 7 arne, which the board had previously refused to pass till their account was in funds. He wished to know on what authority - the account had been paid. ' ' The Chairman stated tbe account had been passed, and confirmed at the following meeting, therefore . he considered nothing could be done. Proposed by Mr Reeve, seconded by Mr Purkiss, That those r who fenced- on any part of roads and .streets in Ashurst receive three months notice to remove the fence, across such roads or streets. — Carried. Proposed by Mr Reeve, seconded by Mr Purkiss, That the Engineer be instructed to have 50 loads of metal put on the Feilding-Ashurst road in No. 6 Ward ; 50 on the Palmerston-Woodville road. — CarTied. Proposed by Mr Pearce, seconded by Mr, Reeve, that permission be granted Mr C. Jensen to erect a* fence on the road for the purpose of planting a live fence fronting his property. — Carried. Proposed by Wheeler/ seconded by Mr Downes, That the Engineer>rrange with • Mr Hartgill for felling the bush on the proposed line of road, subject to the Board .obtaining a title. — Carried. Proposed by Mr Purkiss, seconded by Mr "Wheeler, That the ' Engineer have culverts and side-cutting on the Pascke road as required, and" that the _ settlers on the load be allowed to fence in the road near " the Rangitoto io*ad.— Carried. Proposed by Mr Purkiss, seconded by "Mr /.Pearce, That tbe road be through Air McCrea's land on the flat. — Carried. F. B. Linton's toader was accepted for
supply of metal on tbe Feilditig-Ashufst road. Accounts were passed for payment for £455 15s 7d and the meeting adjourned. (For continuation of Reading Matter see fourth page.) * . '- ■ ' . '
