Kiwitea Road Board
The ordinary monthly meeting of the Kiwitea Road Board was held in. the Board's office on Saturday, the 16th last. Present— Messrs T. B. Taylor, M ills, Lucas, Holden, Eeid, Homer, Eaythorne and Williamson. Mr T. B. : Taylor was appointed Chairman for the ensuing year. CORRESPONDENCE. From W. J. Davis, calling attention tothe Board's resolution referring to the Taipua creek, not having been given enact to. Prom W. From Survey Office, re a section which, had been previously referred to. j Prom Secretary to Treasury, acknowledging receipt of letters re a resolution' of the Board's authorizing the conversion of outstanding debentures. From Suryey officer, acknpwl edging receipt of letier re grant -of £100 to be increased to £160. From Town Clerk, Palmerston, requesting the co-operation of the Board in soliciting Parliament, to form a new hospital district. . From Treasury Office, acknowledging receipt of letter applying for payment o*f the balance of the Apifci loan of .£4OOO which amounts to - ' From Treasury Office, application for payment of M 15s 3d, Oroua County election expenses, Kiwitea riding. From Survey Office, acknowledging receipt of letter re promise of .£6OO promised for the construction of KiwiteaTapuae and Pukirimu road. GENERAL. Mr J. R. Johnston waited on the Board in reference to the deviation of the road from the Kiinbolton to the Harbour Board Block. • Mr Johnston stated he was willing to exchange the land necessary for the proposed deyiation, or to buy the" existing road from the Board. Mr Taylor said this plan would neceasiate the taking of a poll, and he was sure this would be opposed by the settlers in the district. After discussion in reference to the fences which would be -required for the new road, and as to their being kept in repair after completion; it was decided that the Clerk draw up an agreement, stating what both parties would undertake to do. Mr Johnston thanked the Board for their consideration and then retired. A petition was presented to the Board over the signatures of A. Bosher, Henry M Bosher, F. Mcßeth, Duncan Mcßefch, and. ' a number of others, requesting the Board to take the necessary steps to close that portion of the Lower Kiwitea road (intho Birmingham Block) extending from the eastern boundary of section 47, to its present junction with Mcßeth's line, and in its stead to have the said road run in aa direct a line as can be through the lower %i °L S^ cti ? n f 8) brin gkf? the junction with Mcßeth's hne as near the boundary of the Block as possible. Also, that the Board close that portion of the Association road running from the Birmingham township. Also, further requesting tha Board to devise means by borrowing or otherwise to get these roads formed including Mcßeth's line from the boundary of Birmingham Block to its junction with the Mam lme, at the corner of the ti'yProposed by Mr Williamson, seconded by Mr Haythorne, That Messrs Taylor andKeven, W. Proposed by Mr Lucas, seconded by Mr Holden, That permission be given to Mr C. Warn e to lay a tramway across Ferry road as directed by the Engineer, and subject to the approval of the Engineer and Warden.— Carried. Kesolved, That the name of S. Sfcrawbridge be placed on the rate roll instead of Isaac Brent for section No. 12, Block xv. ; ■ : Proposed by Mr Homer, seconded by Mr Haythorne, That the Clerk make application for all thirds due up to date in the, Apiti-Ward pointing out that they are indispensable,, as many of the roads are impassable "through the want of culverts and drains, especially the Mangaira road (Petnberton Block) which, unless it is done at onae, will be entirely blocked, and that the Engineer call tenders, or otherwise let it by the next meeting of the 33oard. — Carried. Proposed by Mr Mills, seconded by Mr Tavlor, That the name of John Graham be placed on the rate i roll in place of G. ■Gv Death as requested:— Carried. Proposed by G. R.: Lucas, seconded by Mr Mills, That the Secretary, reply to Mr Hopkins, stating; that if he wili lend the horse arid dray to the roadmen for nothing, this Board will accept the offer, pointing out to him that the water that flows across the road conies off one of his sections.— Carried. Proposed by Mr Lucas, seconded by Mr Holden, That the Engineer call for tenders, to be in by next meeting, for about 20 chains of side-cutting on the Oganona road, alternate tenders of 5 and € feet wide. — Carried. Proposed by Mr Homer, seconded by Mr Haythorne, That the Engineer gives the Board at the next meeting an estimate of the cos-t of forming all the roads in the . Birmingham Block lying between Kinibohon road and the Kiwitea stream, ex■cepting those portions of the Association road which the petitioners wish closed, and that application be made for the amount under the "Government Loans to Local Bodies Act," the interest to be _paid from thirds accruing from all •sections excepting Nos. 33, 34, 35, 36, 38, 73, 74, 75, situated in that portion of the Birmingham Block lying between the Kimbolton road and the Kiwitea stream, and that the necessary steps be taken to have the poll taken as soon as possible. — Oarried. "•Proposed by Mr Reid, seconded by Mr Taylor, That in the opinion of this Board, that in view of the r b( ing five special ■settlements - under the control of tlie Board, and that for" making roadsin these several block's a sum of from fifteen to twenty thousand pounds is needed, it is -desirable that legislation be made to enable such local bodies to borrow, (in ■addition to their present borrowing power under the *' Loan* to Local Bodies Act ") on the security of their thirds. That a ■copy of this resolution be forwarded to the Minister of Lands. It is also the ■opinion of this Board, that where the -" Counties Act " is suspended the borrowing powers of the road boards should be extended to six thousand pounds.— Carr-ed. : Proposed by Mr Mills, seconded by Mr TayJoi', That tie Engineer get the few chains of formation on Hayiie'd road formed as requested. — Carried. Proposed by Mr Lucas, seconded by Mr Mills, That notice be given that. it is *he intention of the Board by virtue of the powers vested in it to strike a general rate of three farthings in the £ nyon the whole rateable property as appearing in the valuation roll of the Kiwitea Road Board district in force for the year ending the 31st March, 1892, such rate to be payable in one sum on the Ist day of May 1«91.^-Carrie<^ Proposed by Mr Williamson, seconded by Mr" Taylor, That the Engineer be in.structed to call for tenders lor a cutting on Williamsons road east, at the Mackay ■end.— Carried. Propossd by Mr Homer, seconded by Mr Haythorne, That the following tenders be accepted— Kimbollon road, contract No. 7, J. H. Anderson, £285 ; for the. 2£ miles, Conolly and Marsh, £484; widening and metalling Kimbolton road, Scally, at 13s per chaiu for formation and 2s forj metalling; also, tender of J. Sykes, at 2s 6d per yard, for delivering metal on Kimbolton road.— Proposed by Mr Lucas, seconded by Mr Holden, That J. Palmer's tender for No. 1 line at 12a 9d per chain for stumping and clearing and the sideling at 8s 6d, be accepted as far as the money will go ; No. 2 line, stumping and clearng, 13s 9J per chain, be accepted. — Carried. A tender was received from Mr T. Dentoh for the collection ot !>.<-; Tax, providing all species of dogs, with the exception of sheep dogs, be taxed at the rate of 10s each. Proposed by Mr Taylor, seconded by Mr Mills, That T. Denton's tender for the collecting of the dog tax at £17 be accepted, and that he be appointed collector of dog taxes for. the Kiwitea Road Board. — Carried. The accounts for the month were duly passed and the meeting then adjourned.
