Feilding Borough Council

The ordinary monthly meeting of thef Borough Council was held in the Council's offices on Thursday, the 7th inst,,. Present— The Mayor (in the chair), Crs;. T. E. Chamberlain, Sandilauds, Blither-, ford, W. E. Chamberlain, W. Watts r ; Gould, J. 0. Thompson and E. Goodbe-' ' here. ; . The minutes of the last meeting were ' read and confirmed. .The .following. report was received from the Clerk of Works :•— " Owing to illness the contractor has hot been able to make any progress with the metalling of Duke street. The formation of Pharazyri street has been completed and the -metalling let to R. Bowler, junr., at £1 9s ; 9d per chain. About 170 cubic yards of metal have been put on the streets during themonth. The roadman has not been able to cut the drains at the top of Manchester street, near Mr Goodbehere's resi' dence, owing to his time being fully taken up with ordinary maintenance work, and spreading gravel now being put on the the streets. The timber has not yet arrived for the Grey street footpath, and for repairs to that " fronting Manchester Square. A trestle has been placed under the span at the south end of Kiwitea bridge. The season has now arrived for cleaning out the many drains and watercourses in the Borough, and the roadman; will be unable to do this and other works without assistance. I therefore recommend that an additional man be employed for a month or two so as to - get the draining done before the wet season.^-G. C. Hill." j CORRESPONDENCE. From Mr D. H. Owen, account for fixing, position of fence of section 1, sub-division D, Manchester Block. From Begistrar-General, requesting that the statistics for the year ended 31st March, 1891, be sent down as soon as possible. ". ' • From W. G. Shearer, asking permission to erect a sign board across the foot' path in front of his shop. From W. Bellve, asking permission to be allowed to bang a model horse's head on one of the verandah posts in front of his shop. From Wm. Wilkinson, stating that owing to his own responsibilities he was. unable to provide for the wants of Mrs Waddington. . . From C. Wilson, of the Bangitikei Publishing Co., applying for share of Council's advertising. From W. Stevens and T. Dixon, calling attention to state of Simon street. From G. C. Hill, Returning- Officer, stating the following gentlemen were elected a Licensing Committee for the Borough of Feilding Licensing District: — Messrs W. G. Haybittle, H. L. Sherwill, E. Goodbehere, H. Butherford and G. Kirton. A discussion took place in reference to the amount of the Returning Officer's fees for the late licensing election and local option . poll ; the amount appiied for- was the usual sum for the two polls, when taken separately, but as they are now taken at the same time and requiring - very little; extra work in connection therewith, several Crs thought the charges- were excessive, and on these grounds they would oppose the granting of the amount applied for. - ■ ;. ■- ■■■•;■■■ ... ;■..; •. •-:•;■.;■■::■;■■. Cr Sandilands said that the work in. connection with the polls was abojit the sambas it always had been, and he considered the sum of 2 guineas for one day's work was very good. ,Cr J. C. Thompson thought, the word excessive need not be used at all, as the charges were at the -ordinary rate, and he was certain tHat two polls would mean more work' than one.; Cr Sandilands.asked.ifCrJ.C.Thompson understood the meaning of the word " excessive."; He (Cr. S.) said the only additional work in regard to the election was the: counting of the vo'e , which could be done, in ten minutes.' : Eyentually the following resolution was Proposed, by Cr Sandilands, seconded by Cr Butherford, That this Council considers that the account rendered by the Returning Officer, in connection with the taking of the poll of ratepayers for the election of a Licensing Committee, and the question of Local Option, is excessive, and that the Returning Officer be paid the total sum of £2 2s, and the Poll Clerk the total sum of 10i 6d in respect of his services.— Carried. . -> Proposed by Cr J. Thompson, seconded by Cr J. v Gould, as an amendment, That this Council refuse to ignore & previous arragement entered, into with Mr Hill, in reference to the taking of a poll for the Licensing Bench and local option elections, and that it accepts his reduced offer.— Negatived. Proposed by Cr j; 70. Thompson, seconded by Cr Gould, That the names of John Isaac Marshall and Thomas Dixon be placed on the Burgess 801 lin lieu of Alex. McKenzie and D. H. Macarthur, respectively .—Carried. Proposed by . Or Sandilands, seconded by Cr T. R. Chamberlain, That the Public Works . Committee be empowered to spend a sum not exceeding £ 10, in metalling such portions of Simon street as shall be thought necessary.— Carried. Proposed by. Cr J. C. Thompson, seconded by Cr Gould, That the accounts of Mr Prior and Mr Owen be paid, and that Mr Pharazyn he applied to for Mr Owen's fee, as agreed on by his manager. —Carried. Proposed by Cr Sandilands, seconded by Cr Haybittle, That two rations per week be supplied to Mrs Archer until farther notice. Proposed by Cr J. C. Thompson, seconded by Cr T. R. Chamberlain, That the tender of C. Matthews to supply rations as Charitable Aid, at 3s 3d, be accepted. — Carried. ~ Proposed by the Mayor, seconded by Cr J. C. Thompson, That Hubner Bros/ tender for repairs to Beattie street bridge is excessive, : and be- not accepted, and fresh tenders be called for. Proposed by Cr J. 0. Thompson, seconded by Cr Gould, That tenders be called for the painting of Warwick street and Manchester street bridges.— Carried. Proposed by Cr Butherford, seconded by Cr Saudilands, That the reports of the Finance Committee and Clerk of Works be adopted.— Carried. Proposed by Or E. Goodbehere, seconded by.Cr Butherford, That the request of Mr Shearer to erect a sign board in front of his shop in Manchester street; and also the request of Mr Bellye tohang a model horse's head in Fergussoh street, be granted.— Carried. Proposed by Cr J. C. Thompson, seconded by Cr Gould, That a general rate of one shilling and a library rate of one penny in the £, on the rateable value of. the rateable property within ; the Borough of Feilding, for the financial year ending 31st March, 1892, be hereby made, such rates to be payable in one sum on the 14th day of May instant. , -. .• • Proposed by Gr W.
