Our contemporary the Napier Telegraph, in the following extvaot, gives expression to what is now rapidly becoming public opinion : — " It is very difficult not to believe that very many of ihe public servants who have been retrenched owe the injustice of their treatment to tbe personal malignity of friends of the Government. It is difficult not to believe that Ministerial followers are pulling tbe wires, either to satisfy their spite, or to get a billet vacated in order to put into the office a Government toady. The socalled retrenchment policy of the Ministry has been carried out with so little discretion with regard either to the requirements of ihe country or to the capacities of the victims, that the impression is now general that the dismissals have been the result of intrigue rather than of a well- digested scheme for the more economical administration of public business." vVe may follow this up by recording that iv ali the new appointments which have been made the question has not been as to capacity to do the duties, but whether they belonged to " the party." ,_^___^___
