Mr .Richard Henn Collins, Q, 0,, succeeds Sir James F. Stephens as Judge of the Queen's Bench Division. In the House of Commons to-day, a motion of Sir J. Pease condeming the opium traffic in India was carried in a thin House by a majority of thirty. It is understood, however, that the Government will not proceed any further in the matter. Mr H. Lahouchere's amendment, objecting to the Government guarantee under the Irish Land Purchase Bill, has been rejected by a majority of 94. If the banks give some support to the Victorian 10..n it will probably ju?t be subscribed. Chief Justice Higgmbotham, of Victoria, in an article on " Greater Britian, " declares Australia has already attracted more attention m the matter of loans and private investments of cupital than in consistent with the permanent welfare ol the colonies. The prospects of the successful floating of the Victoria loan are dubious. The Irish members persist in their de sire to have Air M. Davitt on the Com ml-s'oi>, and Mr Justin McCarthy will move that the name be added. April 12. Lord Salisbury; has [released Oape Col ony from its aunual payment of £20,000, the cost of administration of Basutoland, which will be annexed to the Cape. Madrid, April 10. Spain is adopting a Protective tariff. Paris, April 9. The death is announced of the Eev. Edmond de Presseuse, D.D., an eminent Protestant minister, aged 67. St. Peteesbohg, April 11. A Eussian conversion loan of six hundred million francs will shortly be issued with a minimum of 84. The Nihilist arrested during an review of the Guards at which the Czar was pre sent, and who had a revolver and poisonglobules in his possession, proves to be a member of the Kharkoff Murder Soci ety which is pledged to assassinate the Czar. Nearly all the members of the Society haye been discovered. An officer of Hussars, who is believed to have been connected with the attempt, on the life of the Czar, has committed suicide. Washington, April 10. Twenty-five thousand colliers in Ohio and Pennsylvania strike on Ist May, unless the eight hours' principle is conceded, Zanzibar, April 11. By an explosion of gunpowder in a building adjoining the palace of the Sultan of Zanzibar, 13 persons were killed and 18 wounded.
