At tfce Council Chambers. on Thursday evening last the usual monthly rueetinj was held.' Present — His Worship thi Mayor (in the chair), Crs J. C. Thoujp son, Gould, S. J. Thompson, Goodbehere Watts, Rutherford, and T. R. Chamber em. The minutes of the former meeting were read and confirmed. CORRESPONDENCE. The Clerk of Works, in his monthly •report, recommended the partial re-plank ing and "adding an additional' report to the bridge' oyer the Kiwi tea stream in the Kimbolton road. : i From A. M.' Barker, drawing Council's attention to an old watercourse which she •alleges 'is blocked, and thus causes an overflow of water over section 542. From Miss E. Stewart, asking for the removal of weeds and rubbish opposite her business premises fronting Manchester, Square. From Messrs W. Carthew, Goodbehere and Richmond, desiring the footpaths ■opposite " their respective properties put into proper repair. From Secretary Charitable Aid Board, notifying that £9 19s 2d and £14 4s 7d was A , required -from Council for annual levy for Hospital and Charitable Aid purposes respectively. From the Treasury Department, with voucher for £81 19s 6d— Government ■subsidy. .'-.From Secretary to Railway Commissioners, stating they were agreeable to give' the' Council control of road near Railway Station, and the necessary steps were being taken towards that end. The "Finance Committee's report recommended'accounts for jfcl6 16s 3d for payment. ~, The Public Works Committee reported asfollows: — " (1) With - reference to Mr <Joodbehere's complaint re flood water, the Committee recommend that the drain «t the top of Manchester street be enlarged and a small drain cut on the upper side of West street. If, this work proves insufficient it may be necessary to fill in the low ground in West street opposite -Mr Goodbehere's section. (2) Re Mr J. Belfit's application, the Committee rec- I ■ommend that the necessary drain pipes he supplied by the Council provided Mr Belfi t undertakes the necessary filling at Iris own expense and clears an outlet "to the Makino. (3) The Committee recommend that notice be given to owners of land from which gorse has spread on to ■the road , to eradic te the same forth with. — \V. G. Haybiti'le." ' Proposed by Or S. J. Thompson, sec•onded by Cr Gould, That the report of the Finance Committee be adopted. — •Carried. Proposed by Cr J. C. Thompson, seconded by. Cr Gould, That the report of 'the Public Works be adopted. — Carried. - Proposed by Cr' J, C. Thompson, sec•onded by Cr T. R. Chamberlain, That the Treasurer be authorised todraw a cheque for £5 for petty cash account. — Carried. In connection with the Clerk of Works' Tecommendation re renovating Kiwitea Abridge, he stated the work would cost binder and it was urgent, as a quantity of heavy traffic would shortly be •passing oyer the structure. Proposed by Cr S. J. Thompson, seconded" by Or Watts, That the snm of £9 19s 3d and £14 4s 2d be remitted to the Hospital and Charitable Aid Boards, re:6pectiyely, as the Council's contribution 'for the ensuing -year. — Cariied. Proposed b'y-Cr Sandilauds, seconded •by Cr Rutherford, That the recommendation contained in the report of the Clerk" of Works with reference to the Kimbolton bridge be adopted. — Carried. Proposed by Cr Goodbehere, seconded -by Cr Rutherford, That tenders be called for metalling Pharazyn's street where : recently formed, to be in by the 16th, and dealt with by the Mayor,' Town Clerk, .and the mover. — Carried. The Town Clerk said he considered, ■that Miss Stewart's application did not require the Council's attention, and the •.matter was dropped. With reference to Mrs Barker's complaint re stoppage of watercourse, the , Town Clerk explained that her complaint was correct, as the blind^ creek was blocked in the adj ining section. Proposed by Cr S. Ji Thompson, seconded by Cr Watts, That the Public Works Committee inspect the open drain ~in Manchester street opposite the State School with » view to have the same eui--yerted and filled in , also to interview the property-owners abutting said drain re contributing part of the cost of said work, and report at next meeting. The mover spoke in support of his motion, and said as the Council was not indebted to a great extent atprea n , such -an important public benefit siiouid be -done. After Cr J. C. Thompson had expressed the opinion that no harm wou'. I oe done by the Public Works Committee repor i ig on the work, the motion was carried unanimously. The Mayor reported that the proposed footpaths in Grey street had not been commenced, owing to there being one dissentient property-own jr, who objected to contribute one-half the cost, as laid "down in the ' Borough Bye-laws. He - therefore asked the opinion of the Council on. the matter. Or J. C. Thompson thought that one man should not be allowed to stop the " footpath being carried to the Presbyterian ' Ohurch, and proposed,That a footpath be formed in front of "• sections 222 and 227 '0n the east side of Grey street as authorised by Bye-law 73. This was seconded by Cr Sandilands, and carried. Proposed by Cr S. J. Thompson, seconded by Cr Watts, That the request of Messrs Carthew, Goodbehere and Richmond re footpaths fronting their properties be granted. — Carried. Proposed by the Mayor, seconded by Cr J. C. Thompson, That the owner of section 541 be written to informing him " of the complaint received from Mrs Barker, and that a copy of the Bye-law bearing on the matter be sent him. — -Carried. ' Cr J. C. Thompson- supported Ine idea ofcpainting the Borough bridges, and ua ■• about to propose a motion to that effect w,hen he was informed that a notice ol \motibri was necessary if the Cotxncil was not unanimously agreed to the proposal. . Cr Sandilands objected to the idea, ac Tie did not know, what amount the work would' cost. [A notice-of^motion will now have to be given.] ; Proposed, by the Mayor, seconded by Cr J. C. Thompson (notice of motion of •'• which.M been given), That the Clerk of "Works prepare plans and specifications • 'for^paw., span to Reattie street bridge, and '' call for tenders for. same. to the Bank was very small indeed, and if the proposal was carried out a great public convenience would be iuet. . Cr Sandilands contended the Beattie street bridge should be closed, as it was of no permanent benefit to the place. He considered that if the Council had any surplus funds let them be expended on South street bridge, which was always giving way when there was a fresh in the stream. . ; ' *\ . i Both Crs J. C. Thompson and Gould took Cr Sandilands to task for asserting that very little traffic ' was carried on in Beattie street, and also strongly advocated the proposed work. Crs Watts and T. R. Chamberlain supported the motion, ,wtiich 'was put and carried, only Cr Sandilands voting against' it. The following tenders were accepted r-r 1 Metalling 19| chains .'of Duke street, P. Rink, 18s 9d per chain ; supply of metal for year, Is 8d per yard ; supply of twohorse teams, J. Belfit, 16s per day ; supply of one-horse team, J. Belfit, lls per day; lighting, street lamps, £17 8s per year ; no tender was received for the supply of charitable aid rations. The Council then adjourned.
