The Civil Service
The Government are engaged, we are told, in drawing up a scheme for the classification of the whole of. the Civil Service of the Colony. That is to say tbey are going to adopt Sir Julius Vogel's proposals as enunciated in his Financial Statement of 1887. This is really a much better plau than trying to work out one for themselves, because if they did failure must have been the certain result, while anything which can claim Sir Julius Yogel for its author will bear the imprint of his genius, and at the same time contain some provisions for the protection of those who are unfortunate enough to be in the service, against the fads or malevolence of eccentric or vindictive self styled Liberal politicians. This proposal to amend the Civil Service, however, seems to come a little too late, and it reminds us of an incident in the history of the State of Maine, in America, where the slaveholders sold their " niggers " and then passed a law abolishing slavery. The present Cabinet by their s.veepiug " retrenchings" have brought the Civil Service into contempt, and now actu ally ruined it, if not they are going to "consolidate the laws relating to the Civil Service." It appears to us that the Government should have done this first, and gone in for their wholesale dismissals afterwards.
