Feilding Borough Council
The ordinary monthly meeting of the Council was held on Thursday last, when the following were present: — His WorBhip the Mayor -(Mr W. G. Haybittle), Crs Rutherford, W E Chamberlain, J. Gould, J. C. Thompson, Sandilands and ; "Watts. The minutes of the former meeting Nvere read and confirmed. " ' CORRESPONDENCE. From J. Belfit, offering to do the necessary labor for putting in a drain pipe opposite his property in Boot street. From the Hon. R. J. Seddon, Minister for Public Works, notifying that the Gorge . iine would be opened on Monday next. From 'J. A. Perreau, disputing certain items in connection with his rates. From R. Hally, asking the Council's permission to erect a verandah opposite his premises in Fergusson street. From Property Tax Department, enclosing voucher for Council's subsidy of £82 10s. From W. A. Sandilands, requesting certain alterations on rate roll for his clients — W. Reid and Mrs Beechey. From Charles Bray, Stevens and Gorton, S. J. Thompson, and W." G. Haybittle, asking the Council to form, kerb and metal the footpath on the eastern side of Grey street, opposite their properties, and stating their willingness to defray half the cost of the work. From Town Clerk, Wellington City Council, soliciting co-operation with reference to a conference proposed to be . held in June for recommending amendments to the Municipal Corporations Act, and attaching a list of matters upon which their Council is desirous of obtaining legislation. ■ ' From John Prior, Borough solicitor, -advising the Council not to proceed to obtain certain moneys from Fair'field Thompson for rations, which had been , supplied by the Council to his relatives. From Saml. Goodbehere, complaining I •of his property being flooded in rainy -weather through a dip in the road at the , ,_back of his premises ,* also that the ditch ; in front was. not large enough to carry the flood water. The Finance Committee's report, which was read,' recommeuded accounts for £36 7s J.ld be passed for payment. The Clerk of Works reported as follows: — r" I have the honor to report with; reference to the flood which occurred in the Kiwitea .and Makinb streams on the 13th February, that the damage done was comparatively trifling, and has since been made good at a total cost of about £10. 'This outlay has, I may say; been more than counterbalanced by the great improvement the flood has caused in the channel of the Kiwitea stream, which is now in a better condition than it has been for several years past. The Makino stream is encroaching to, some extent on Derby street, which will necessitate some inexpensive work Jbeing done to protect it. — Geo. C. Hi11.".. Cr E. Goodbehere applied for leave of absence from that" meeting of the Council, owing to ill-health. Proposed by Cr Rutherford, seconded by Cr W.. E. Chamberlain, That the reports of the Finance Committee and Clerk ■of Works be adopted. — Carried. Proposed by Cr Rutherford, seconded by Cr Watts, That' leave of absence be granted to Cr' Edmund Goodbehere. — Carried. Proposed- by Cr J. C. Thompson, secended by Cr" Gould, That the Public Works Committee inspect the nuisance 'of in Mr S. Goodbehere's Hetter and report at -next meeting. — Carried. " Proposed by Cr Sandilands, seconded -by Cr Rutherford, That the subject mat- . >".4er of Mr Joseph Beifit's letter be referred -to the Public Works Committee to report thereon to the next' ordinary meeting of , - this CounciL-rrCarried. ' Proposed by Cr J. C. Thompson, seconded by Cr j. Gould, That Mr Hally be given permission 'to erect a verandah •under the supervision of the Clerk of "Works.— Carried. The Mayor reported the following tenders had been received for forming Sher•wilj street : — Accepted : F. Rink, £6 18s ; declined: Geo. Smith, £IO;-H. Coombe, ,£8 10s ; G. A. Lyne, £9 19s 6d ; J. Belfit, £9 19s. - -Proposed by Cr Sandilands, seconded by Cr Rutherford, That the Town Clerk refund J. A. Perreau the sum of 3s applied for in his letter, and inform him that unless the sum of 3s, the cost of the summons issued on behalf of the Council, be paid, that application will be made to the JJ.M. -Court in the ordinary course for judgment thereof. — Carried. Proposed by Cr J. C.-Thompson, .secJ . onded by- Cr- Gould, That the alteration of name op burgess roll asked for by Win. Reid be granted. — Carried. " ' Proposed by Cr , Sandilands, seconded . "by Cr Rutherford, -That the application ' ' <ef Messrs Bray, Stevens and Gorton, - Haybittle, and S. J. Thompson, for mak- . ing of footpaths, be granted on the Council's usual terms. — Carried. -. " With' reference to the circular from the City Council, Cr Sandilands -agreed with the proposals to be submitted at the convention for the purpose of ""'.amending the Municipal Corporations Act. The present Act, he contended, was deficient in many respects, and he would •cordially support a delegate being sent to •the conference. - He then proposed, That this Council" co-operate with the ■Wellington City Council in respect of the matters referred to in the circular enclosed " in the letter of Mr J. E. Page now before it, and that His Worship the Mayor be appointed a delegate to represent the Feilding Borough Council at the proposed conference. : \ ' . Cr J. C. Thompson seconded the mor; ftion, which was carried unanimously. "*' : The Mayor brought the case of- Mrs Waddington before the Council. . She had a_ family of five children, and he had iordered her to . obtain rations until the "Council met that evening. Seyeral Councillors were opposed to aid being granted," "as they stated her relatives should see, to her wants, especially the brother of the widow, . • Cr Watts' supported rations being given to Mrs Waddington,- as her near relatives had other relations 'to look after already. The Mayor, although supporting Cr Sandilands' motion, sympathised with Mrs Waddington, but her relatives should be compelled to contribute something. Proposed by Cr Sandilanrls, seconded by the Mayor, That the rations to Mrs ■Waddington be not continued, and that she be informed that she must take her remedy under the Destitute Persons Act. Proposed by Cr Watts, seconded by Cr Rutherford, as an amendment, That Mrs "Waddington be granted two rations per week till the next meeting of this Council, and that she be informed she must apply to her relatives for support after that date. Cr Sandilands, on hearing the wording -ofj tire, amendment, offered ,to withdraw Jiis proposition. This was done, and the « amendment wa*s therefore carried. Proposed' by* Cr'J: C. without application being ' made to th< Town Olerk for a permits :- r ' v: " Proposed by Cr J. C. Thompson, sec onded by Cr Gould, That written permis^ sion be necessary from the Clerk of Works previous to removing gravel from the Makino stream.— Carried. Proposed by Cr Saudilands, seconded by Cr '.'Rutherford, That tenders be called by advertisement for the supply and delivery for che ensuing year of Chantable Aid rations, and maintenance metal, for the supplying of teams, and also for the' performance of the lamp lighting. — Carried. As a gravel bank was being formed at the .Dukes street crossing over : the Makino, the Mayor pointed out it should bey removed, or else a portion .of Derby street might be . washed away. ,The metal could be utilised in metalling Dukes street, which was urgent work. Proposed by Or Rutherford, seconded by Cr Watts, That tenders be called for metalling Derby street, the metal to be taken from Makino stream on Mr Matraver's property. — Carried. The Mayor thought that as the end of the financial year was at hand, all out standing rates should be sued for. The Clerk was instructed to take the necessary steps for carrying out the Mayor's proposal. The Council then adjourned.
