Februa ry 1 8 Replying to Mr Howard Vincent's motion in the House of Commoris, with reference to the Colonial Conference, Mr Goschen said that Great Britain might pay something to continue the union oi the British Empire, but not to increase the cost of food. There could be no objection to the principle of a Customs' Union, though there was this difficulty : that the country would not tolerate differential duties. It would be essential, however, that the colonies should put five per cent extra on foreigners, and pass a tariff likely to protect Great Britain from loss. ,
