They insist on the right of men to sign on board ship or ai the mercantile ' offices. The Dockers have virtually agreed to the Federatior terms, but it seems a difficulty is expected with the fighting section. At Cardiff the strikers have opened negotiations for a settlement. ■ Mr Mann, speaking at Cardift, asserted that if the Shipping Federation continues coercion all the Unionists in the'eountr^ will unite in strike.
