Chamberlain, That fender* be called for forming and' culyerting about 5^ chains of Sherwill. street: Cr'Rutherford spoke in support of his motion. The Public Works Committee had recommended that the street 'should lie attended 'to. and he 1 thought that the Council could afford to spend about £12 lOs'on such a needful work. ' The Mayor pointed outthat in accordance with' the bye laws when a memorial was sent to the Council praying for works to be done, it could not be recognised at that meeting, but should be post* poned to a future meeting except in urgent cases. Cr'Goodbehere would not mind seeing the whole' street formed, but 'did nob • favorably consider the proposal .otim* • proving one end and not the other.- The 5 best plan would be to leave the matter till the next meeting of (he Council." Cr J.. C. Thompson did not like, the »■ idea of jru' ting the formation off, as the bad weather would be setting in shortly. Cr Sandilands contended there, was not urgent necessity for the work, which - ought to be reported on by the Public I Works Committee before the Council 1 took action. tie then moved, as an 3 amendment, which was seconded by'Cr ■ Goodbehere. That the subj<-ct matter of memorial of Messrs Roots, Foster and; fc others be referred to the -Public Works- . Commttee for their report. The amendment was put and declared carried, but some of the Councillors were r under a_-.wrong impression as to which motion was before the- meeting. Cr J. C. Thompson said there was a majority against the amendment, .and t asked for it to be put again, but thisj was. g objected to by Cr Sandilands. The Mayor, however, informed Cr Thompson he coxild . move a further amendment, which advice he acted upon. Proposed by Cr J. C. Thompson, seconded by Cr Gould,,as an amendment to> . the. motion which had been previously carried,- That the subject matter of the memorial from Messrs Boots, Foster and Fidler be referred to the Public Works Committee with power to act. Cr Sandilands considered the amendment out of order, as the work was not , of an urgent character, the motion thus, being in opposition to- the bye-laws. The Mayor ruled in favor of the amendment standing before the Council, but objected to the latter clause giving power ,to tbe'Public Works Committee to spend moneys without the sanction of the Council. . - . t .Crs Goodbehere and Sandilands and the Mayor, vptedagainst the amendment, but. it was carried, by 6 to 3. It was then , made the substantive motion and carried. Proposed by Cr J. C. Thompson, seconded by the Mayor, That the name of Cr Gould be added to the Cemetery Committee. — Carried. - -- * Proposed by Cr Goodbehere, seconded by Cr, Watts, -That Mary Olindo Hos- , tick's name 'be placed on burgess roll for sections 338 in place of N. Gorton ; also, that of W.-L. Fetch in place of Mr Benson's for section No. 1. — Carried. Proposed by Cr J. C. Thompson, seconded by Cr Gould, That this Council ia • willing to bear one-fourth of the share of the annual interest on loan proposed to be borrowed to construct- the bridge over the Oroua river at Aorangi in accordance with the letter from the Manchester Eoad Board. The mover considered a great benefit would be derived by the Borough in having the bridge erected, and if emergency arose he should not stop at only one-fonrth of the cost to be borne by the Borough, but would yote that the Council contribute one- third. Crs S. J. and J. C. Thompson spoke strongly in favor of the motion.' ' Cr Sandilanda' opinion was. that the bridge should have been erected long befoie now, and every true -Councillor ought to support the proposal. The Mayor contended it was a disgrace to the Borough that there were no meana of easy communication with the Taonui and Bunnythorpe " districts. He a<rreed with Crs Goodbehere and Sandilands* remarks, and he hoped to see such an important work, which ought to have been done years ago, completed before long. On the motion being put, it was earned unanimously. * . • . A conversational discussion on Mr G. li. Little's complaint was stopped by Cr Sandilands proposing, and Cr Butherford seconding, Tliat the' question of fencing in Reid's line' referred to by' Mr Little in his Jetter to the Council be referred to the Public Works Committee and that Mr Owen be authorised to make a survey if necessary. — Carried. The Town . Clerk was authorised to. wnte to Messrs Phelan and Co informing them of the advertised terms of the Council re boring for artesian water; but the Council could not comply' with their request of paying the eipenses-in conneotion with the work". Thompson, seconded by Cr Gould, That the sum of , £oS as two years grant be handed over " to the Fire Brigade to enable them t pay over due instalments on engine and -- plant. . > Cr S. J. Thompson, a-. member of the Tire Brigade, tendered the Council some ~ information iv regard t > the affairs of the institution. Cr Goodbehere, supported the motion, as also did- Crs J. C. Thompson and {Sandilands, all of whom spoke in sympathy with the Brigade. Cr Gould was informed that the Fire Tnsurance Companies did not contribute anything to the Brigade, which Cr Gould thought, they,, ought to do, seeing that they had gained somewhat by no fires having occurred since the engine's arrival. He considered that if an emergency 1 the ratepayers^ would 'not be opposed to the Council taking the engine out' of the hands of the Brigade, and paying the balance which was due. On the -motion being put, it was' declared carried, only Crs Watts and Hutherfoid voting against it. . Cr IS. J. Thompson asked if anything Tiad been heard from the Railway Commissioners with' reference to the Council taking over the pieces' of roads near the Uailway Station, and was informed that definite had been obtained from them.' Proposed by Or ,-J. C. Thomson, seconded by Cr Gould, That the Mayor be requested to ask the Government for .a decision re roads along Railway Line. — Carried. Proposed by Cr Goodbehere, seconded - by 'Cr ' Sutherford, That ■ the present arrangement with the Poundkeeper be extended, till farther notice. — Carried. Proposed by Cr J. C. Thompson, and seconded by Cr Gould, That the dog tax for .the current year be the same as that payable for last year, viz : os, and that the Town .Clerk be 'appointed Collector, And be allowed Is 6d per dog registered. .Cr Rutherford thought that residents ihaving sporting dogs should pay a heavier tax than a man who was compelled to 3seep two or three doira in connection with his business. He moved, as an amendment, which was beconded by Cr SandiSands jpro forma, That the dog 'tax be 5s _per year for all cattle and sheep dogs ; all -other dogs 10s. The amendment was negatived, only -Cr Rutherford voting for it. Cr J. C. Thompson brought forward a anotion to instruct the Public Works Committee to report on the Beattie street fcridge - As the Council had discussed the matter that eveniu<(, and also at the previous meeting (a month- ago), Cr Sandilands . objected strongly against Cr Thompson's action. - The Mayor said the - Public Works Committee could report on the bridge if they ~ elected to do so, but a notice of 'motion was necessary before- discussing the matter again, which decision ruled Cr Thompson's motion out of order. Tenders were then opened for forming and culverting 45 chains of Pharaz.yn's street as follows :— Accepted : A. McKen.zie, £\Q 10s ; declined : Stansell and Whelan, £30 15s; H. Mingins, £22 10s ; H. Coombe, £17 17s 6d ; W. G. Barrett, ' £17 155 ; Hirst and Hodges, 11s lid per chain. This concluded the business.
