Kiwitea Road Board

The ordinary monthly meeting of the above Board was held on Saturday last. r Present -Messrs Ta , In- (chairman), Hay- . - thotne. Ward, Homer, JReid, - Fowles, Lucas, and Williamson. The minutes of the previous ordinary meeting were read and-confirmed. . . The following correspondence was read : — , From Suhool Committee, Apiti, asking the Board to metal Bryce street school road. From Justice Department, circular re electing Licensing Committee. From Treasury office r account £130 7s 2d of thirds paid to bank to credit of Board, and telegram re same matter. From District Land Office, re particulars of expenditure of thirds prior to September, 1888. From Treasury advice of advance £1700 on account of loan for Apiti Ward. From B. Lyon, junr., rearrangement* with B. White to take over contract for Upper Cross road." From Crown Land' office, re expenditure of thirds. From R. Fraser, enclosing cheque of 30s for right of cutting grass. From G. Churcher, calling attention to the fact that he had no road to his property in the Feilding Block. ' ' From E. Burned enclosing fee for slaughtering license. From • General Survey office, advising placing £100 to the disposal of the Board for making Whare road fit for traffic. From A. Hickford, with- petition from 9 settlers on Ongo Ward for callingtenders for the right of cutting cocksfoot grass. , « ' From G. Saunders, asking change' of name on rate roll to F. J. Brown, From Secretary Awahour-Poharigina Small Farm Association, with' copy, of resolution re terms for felling bush on road lines. From A. C. Jeneen, re felling road lines. From A. Dayey-, re bushfelliog on No» 3 road,- Foxton Block. From W. W. Corpe and 7 others, petition (held oyer from last meeting) re improvements on Haynes' road. From F. Powelka, with fee for slaughtering license! ?-. - Messrs 0. Huut, H. Kruse, and W. W. Wickens waited ■on the Board as & deputation from the Foxton Small Farm Association- with a petition asking the Board' to have the & feet- bridle track completed from Mr Hunt's section across following two sections in the Pohangina Ward Foxton Special Settlement Block. The matter having'been introduced by - 1 ' Mr, Hunt, a short conversational discussion followed,' after which Mr Lucas proposed, and Mr Fowles seconded the fol- > lowing motion, That the thirds accruing from sections 1&, 20, 22, 23, 24,-28, 35, 30, 31, 32, and 34, Foxton Special Settlement, be expended in front of section 23, as it is of the most importance to settlers on these sections.— Carried.' . The deputation agreed to obtain the necessary signatures, and haying thanked the Board they withdrew." Mr Marshall waited on the Board re . expending some'money on about 2 miles of the Whare road from Pemberton to Marshalltowri. After a conversation on the matter the the chairman informed Mr Marshall that the Board would spend ou the road the £100 advanced by the Government for the purpose,' and supplement it all in their pow_er. Mr Marshall thanked the Board and retired. Mr Calvert waited I , on the Board re spending thirds on certain roads in the Ongo Ward, aud was instructed fco leave in writing an agreement from the settlers on the matter. Messrs Jolly, Hickford, Ackermarx, and two other settlers from West Wai* tapu waited on the Board re the matter of calling for tenders for cutting the grass ou the roads, objecting to the grass being let t<> outsiders instead of allowing bona fide settlera and ratepayers who wete prepared to pay more than the tenders had been let for. The Chairman pointed out what was to* tKe effect that this being the first season any applications had been sent in, the Board had dove what they considered best,' but auother &eaeon they would see . that better arrangements would be made,' and such as would be more satisfactory ,- to the ratepayers concerned. J ' ' J Proposed by Mr Hayfchorne, seconded ; by ,Mr Ward, -That the fee" for." slaughter licenses be fixed at .£1 for the coming year, and that licenses be granted to J. Pawelka and E, Burne as requested. — Carried. Proposed by Mr Lucas, seconded by Mr Eeid, That the Engineer, be instructed to ' see into Mr Churcher's complaint, and see If anything can be done to give him an outlet, to report by next meeting, — Carried. Proposed by Mr Lucas, seconded by Mr Eeid, That the Secretary write to Mr Jensen, asking him to state the number of chains of road line that he has felled, and whether everything *& down. — Carried, Proposed by Mr, Beicl, seconded by Mr Lucas, That the .£IOO offered by the Government be accepted, and spent on the Whare road from Eimbolton road to* Marshall township in such a manner, and as'far as the money will go, and that the work be put in hand at once. — Carried, Proposed by Mr Lucas, seconded, by Mr Eeid, That the Engineer be instructed to ■ ' metal Bryce street in the Feilding Small Farm Block, if there are sufficient funds to do so. — Carried, Proposed by Mr Ward, seconded by Mr Haythorne,' That tenders be invited for forming and metalling the cutting to the approach of the Waituna creek on the. North road, also that tenders be invited for widening the cutting on the East road from where the bridle track begins. Carried. Proposed by Mr Lucas, seconded by Mr Eeid, That the amount of bridges account of £103, be divided among the Wards, pro rata according to rates, Carried. 1 [A ratepayer applied to the Board for seed to sow on a road. The chairman replied that when necessary the Board would do their own sowing on the roads.] [A motion, which would have the effect of altering the system of keeping the ward accounts, was introduced and, after much conversation, was ruled out of order. Proposed by Mr Ward, lecoaded by Mr Haythorne, That the oiler ofMrCalvert of advancing £30 for a cutting up the «liffon the Rangitikei river be accepted such money to be paid when the Board is in funds. — Carried. Proposed by Mr Williamson, seconded by Mr Haythorne, That the necessary action betaken for getting the balance of signatures 'necessary for separation of the Pohangina Ward as agreed to. — Carried. Mr Reid, stated he intended to go in for a loan for £4000 for his ward. The other members were opposed to ' this as forestalling the other wards, and Mr Reid was advised to let the matter stand over, ' Mr Reid was however opposed to this and would press his motion. Mr Williamson .could not see the sense of. taking a poll on this loan twelve m >nths before it was necessary. Mr Reid agreed to' alter the construction of his resolution. Proposed by Air Williamson, seconded by Mr Homer, That the tenders accepted by Messrs" Fowles, Williamson and the Engineer for work on the Apiti and Waituna Wards be confirmed — Carried. Proposed by Mr Reid, seconded by Mr Homer, That a Joan be raised for 1892 for £4000, or such other 'sum as the Board may allocate, 1 distributing the borrowing power of the Board amongst the several wards that may be successful in carrying a vote of the ratepayers. , That a schedule of the ' proposed works be prepared'by the Engineer, and advertised as soon as possible in the Advocate, 'said loan to be guaranteed by special rate over ' the Hautapu Ward. Mr Reid, said, -of course the Board would advertise in the Feilding Star if they thought it necessary. - The Chairman said .the advertising was generally divided between these papers. A deputation '.of ratepayers in the Onga Ward have waited on the board for some assistance in metalling the cuttings on the continuation of Sinclair's road. Mr Williamson said he was willing to spend some money, if Mr Ward would assist him. Mr- Ward considered that his ward icing .the youngest and poorest could not be expected to bear the cost. . - The deputation thanked the Board and witlidrew. . - Mr Reid's resolution was then considered. Mr Lucas said this motion was forestalling'with a venereance. The Chairman said that all works scheduled within the time would be considered. He thought, besides, that more disoretion should be left with the Board .Mr Reid considered that his motion would stand the light.. Mr Williamson thought this was going too far ahead altogether, and would certainly lead to complications.' Mr Lucas was not 'at all satisfied with the motion.' The motion was put however and carried! The following tenders were accepted : — Proposed by Mr- Homer, seconded by Mr Lucas, That the tender of Wed^e and Harvey, at £135, for No. 2 ; that of Pool, for No. 4, at £189; that of Madson, fotNos. 1, '6, 5 and 6,, at £147 4s, £149 7s, ,£147 13s and £04' respectively be accepted for the work on the Kimbolton .road, that of Young and Co., at 14s per * chain be accepted for the Middle road ; also.HhatTof Dutnble and -uvray, at £19 17s 6d, be accepted for Williamson Road •east, ami ti.at of Murray, at 26s per chain ■for Williamson's Road west, — Carried. The Board then adjourned.
