The Closure
♦ In his address to his constituents Sir Harry Atkinson says the first thing the electors should insist on the new Parliament doing is to alter the rules of procedure so as to assume the power to control its own business, and prevent a small knot of members combining to delay such work. It was <^ear that if the work of the country in the way of proper criticism of finauee, the due consideration of the estimates, and the necessary legislation is to be done, the closure, under proper safeguards, must be enforced. The abuse of the freedom of speech which the present rules allow to members, culminated last session in the stoppage of much useful legislation, and forcing a second session upon the present year. He was of opinion that if this proposal be adopted our Parliament will again assume its former high position. We agree thoroughly with Sir Harry Atkinson on this point, i and hope that each candidate will be j pledged absolutely to support the introduction of the closure early in the first session of the new parliament, if ! he is elected.
