Kiwitea Road Board.
i_ The ordinary monthly meeting of th ml above was held at 11 a.m. on Saturda, last. Present — Messrs Taylor (chair man), Ward, Ha jthorne, Eeid, Lucae Mills, Homer and Williamson. The minutes of the previous meetinj •were read and confirmed. CORRESPONDENCE. From H. S. Munro, with account £( 6s for bushfelling. From John Bartholomew, asking per mission to lay a tramway for sawmill it Kiwitea township. From Chas. Osberg, askmg permissior to erect wire or stab fence to protect live fence. TV From Jas. Miller, Apiti, stating the Bettlers,did not require a Ranger. From W. F. Mackie, re felling road line, From J. E. Calyert, re the same. Same, re forming and cutting a road. From Amelia Mcßeth, re change oi name on rate roll. From D. H. Macarthur, M.H.E., stating 1 0 had succeeded in getting two sums of £100 voted for the road to Oroua Biver, and for piece of road south of the northern boundary of the Birmingham Block. From J. Jefferies and F. Marsh, re meeting of ratepayers at Apiti requesting the Board to take steps to borrow money to erect bridge over the Oroua Eiver, and calling attention to the great quantity of Government land to be opened up in Eualiine Ward. - From G. S. Mowat, asking if the small reserves are under the control of the Board. •. < From F. -E. Jackson and Co., re rates on Mrs Macdonald's land at Pohangina, «nd asking for account of same. From Colonial Secretary's office, enclosing copy of special order made by the Board levying a special rate, and stating the same was duly gazetted. ' From Treasury office, advice of payment to credit of the Board of £62 10s on account of subsidy under the Local Bodies Finance and Powers Act, 1885. JFrom Penruddock Buchanan, asking -permission to fell road line. From D. M. McKenzie, re letting the cemetery reserve if felled and laid in grass. From John Murphy, asking permission to fell road line. - Mr John Bartholomew waited on the Board and explained the position of the tramway he proposed to lay for a sawmill, and the portion of the road, five chains, he wished the Board to form and metal from Kimbolton road down Coulter's line. The Engineer gaye an approximate estimate of the cost of said piece of road. Mr Lucas, thought that forming only a portion of the road might cause a great deal of dissatisfactian among the settlers from the whole of the road not being done. Mr Haythorrie pointed out that the settlers at the otner end of the road had already an outlet, to another main road; The Chairman informed Mr Bartholomew that permission would be given him to lay the tramway, and the Board would do their be- 1 as to forming the piece of road requited. , Mr Bartholomew then thanked the Board and withdrew. Proposed by Mr Lucas, seconded by Mr Taylor,' pro forma, That the Secretary write .to they Treasury, asking what amount would be required to redeem the remaining debentures of £312 so as to convert, them into a loan under the Loans to Local Bodies Act. After considerable discussion the motion Tvaa negatived by the casting vote of the Chairman. Mr Lucas said he would like to state why he was not pushing on with the V of the Pohangina district. He considered that large bodies were* always N better than small ones, and he believed that all back wards intended to separ de, which would leave the four old wards in the lurch. It was stated by the members for- Apiti and Hautapu that they did not wish for separation. Proposed by Mr Ward, seconded by Mr Haythorne, That the engineer be instructed to call for tenders for felling the whole of the bush on the Kiwitea Tapaueline, such tenders to close on Saturday, October 23rd ; also, that J. C. Calvert be granted permission to fell the road-line as • requested. — Carried. Proposed by Mr Homer, seconded by Mr Haythorne, that the name of A. Mcßeth be placed on the rate-roll in place of J. Munro for section 13, Block X., Apiti. — Carried. Proposed by Mr Lucas, seconded by Mr Fowles, That the Transfer be granted to Mrs McDonald as from M. Macdonald for sections 56 and 58, Pohangina. — Carried. Proposed by Mr Homer, seconded by Mr Eeid, That the board accept the offer of the Government made through Mr Macarthur to give £ for £ on the subsidies of £100 for the Oroua Valley road and £100 for that part of the Kimboitun road at the extreme north of the Birmingham' Small Farm Block, and that the thanks of the board be tendered to Mr Macarthur for obtaining these sums from the Government.- — Carried. Proposed by Mr Eeid, seconded by Mr Taylor, That W. F. Mackie, P. Buchanan and J. Murphy be allowed to fell bush on road lines on the board's usual terms. — Carried. Proposed Mr Lucas, seconded by Mr Fowles, That if Mr Jensen will get a note from the Secretary of the Foxton Small Farm Association, stating that he has had permission given to him by the Association to fell the bush, he will be paid for same. — Carried. Proposed by Mr Lucas, seconded by Mr Fowles, That the Secretary write to the Minister of Lands stating that this Board is still of opinion that there has hoen an evasion of the Land Act (re thirds in Wanganui Harbour Board Block) notwithstanding that the Minister is advised to the contrary by the Crown law officers. If it were not so it should not require an amendment to the Land Act before the remainder of the block is put on the market on deferred payment. — Carried. Proposed by Mr Lucas, seconded by Mr Fowles, That permission 'be given Mr Ostberg to erect a fence on the road, in accordance with the Fencing Act. — Carried. Mr Mills reported that he had inter.viewed Mr Meehan re a pound at Cheltenham, and he |was willing to allow the Board the use of the yards for five years free of charge, and he would act as poundkeeper for the fees. Mr Homer stated that he had made enquiries re cost of a pound at Birmingham, which would be about £25, he ■would not advise a pound being put up there. If there was one at Cheltenham it would be sufficient for the district. Proposed by Mr Lucas, seconded by Mr Fowles, That Mr Meehan 's offer for use of yards for pound at Cheltenham be ascepted. — Carried. Proposed by Mr Haythorne, stomded fey Mr Ward, That Mr Bartholomew be given permission to lay a tramway on Coulter's line. Also that the engineer 4>all tenders for forming and metalling S " ~fiiftSis of Coulter's road. — Carried. were accepted: — Upper Cross road, Marsh and Connolly, L7O 9s.
