The Hon. Mr Mitchelson moved that a writ be issued for the election of a member for Timaru, in place of the late Mr Turnbull. The Hon. Mr Fergus introduced the* Railway Authorisation Bill, having refer* enoe to the extension of the railway to T« ~ Aro (Wellington), and the extension of the Helensville railway. The Bill also provided for a small siding at Wingatui. , ' After considerable discussion, the Hon^ , Mr Fergus promised to allow the House ' to consider the Te- Aro extension separately from the other lines mentioned in ' the Bill, and the first reading was agreed to. Replying to Mr Ballance, the Hon Mr Mitchelson said the Public Works Statement would be brought down on Friday next. The Hon Mr Mitchelson said he should have to ask the House to pass an Imprest Supply Bill of £115,000 through all its stages before taking up any other business. Mr Ballance said he should raise no objection to this. The Imprest Supply Bill for £175,000 passed through all its stages. ' The Hon Mr Hislop moved the second reading of the Employers Liability Act Amendment Bill, to amend " The Employers Liability • ■ Act, 1882." He explained that the objects of the Bill wer» to bring seamen under the Act, and give them the remedy for injury, allowing the Court to assess/ compensation for injury, with a maximum of three years' wages, extending the time within which an injured employee shall give notice of action to one month after he shall become physically and mentally capable of giving it,, the right of action being extended to six months for such time. The motioa for the second reading was. agreed to* : The Hon Mr Hislop moved the second reading of the Factories and Shops Bill, to provide for supervising and regulating; factories and workrooms, and for limiting; the hours of business in shops. After several members had criticised the various provisions of the measure, the second reading was agreed to and the Bill referred to the Select Committee. July 23. In answer to questions. Ministers said: — The advisableness of issuing a text ' book of practical farming was under consideration, and such a book would probably be circulated shortly. ~ . The Colonial Secretarj would endeavour to meet the views of the various acclimatisation societies as to the day to be fixed for opening the season for shooting Native game. > Mr W. D. Stewart moved the second reading of Strikes and Board of Conciliation Bui, explaining that the object of it was to provide for a board of conciliation to settle disputes between employers and employed with the least possible expense to both parties. . Mr Fish moved that the Bill be read a second time that day day six months. Sir George Grey seconded the amendi ment, • j Mr Ballance believed the Bill would be i a mischievous one. The Becond reading of the Bill was agreed to on the voices after further discussion. The Coroner's Inquest Bill was read a., second time on the motion of the Hon Mr Hialop. The House rose at 12.65.
