Kiwitea Boad Board
(Continued from last issue). Proposed by Mr Lucas, seconded b; Mr Fowles, That permission he U Jklr Callanan to fell road line as requester •on the Board's usual terms, everything down, and that the transfer of name b( made on roll; also, that Mr Newmans name be placed on roll. Proposed by Mr Haythorne, secondec by Mr Ward, That Mr Morton be granted permission to erect his fence on the Kimbolton road line in accordance with the provisions of the Fencing Act. — Carried. Proposed by Mr Lucas, seconded by Mr Fowles, That it is desirable that the Board give the Pohangina ward an outlet on to the Kirn bolton road by opening up one of the best available roads for that purpose, as up to the present time the Pohangina ward is not connected with the rest of the Kiwitea Road district by any formed road. — Carried. Proposed by Mr Homer, seconded by Mr Fowles, That the Secretary give of cattle now grazing on the Main i track through Apiti, notice to remove them within 14 days, otherwise proceedings be taken against them — Richardson, Haggarty, McDermott, and Johns. — Carried. Mr Mills here entered the room and took his seat. Proposed by Mr Taylor, seconded by Mr Williamson, That the debenture of 1900 be purchased from the Government, to be taken up at price offered. The following amendment was proposed by Mr Lucas, seconded by Mr Fowles : That no debentures be paid out of Crown Lands rates till they fall due. Mr Lticas spoke at length in favor of iis amendment. He contended that the money now in hand should not be devoted to such a purpose as it was the property of other wards. Mr Taylor replied that they had a right to do what they liked with their own. Mr Williamsou said that the wards Mr Xucas sympathised with were not in existence when the money was obtained. Mr Lucas continued, and said if they <lid want to pay the debenture they should pay it out of rates. Mr Taylor said that Mr Lucaa' Pohan.gina ward had been benefitted more than the other wards, which had paid their ■shares and would have to pay to the end. Taking up the debenture would save £100 to the Board. Mr Lucas: Yes, at other people's expense. Mr Williamson said the five old wards liad more due to them than the four new ones. The amendment was put and lost and the original motion was put and carried. A deputation consisting of the Mayor, Mr Lethbridge, and Cr Sandilands waited •on the Board from the Feilding Borough --Council in connection with the proposed -works for bridging the Kiwitea river. Mr Lethbridge explained the objects the Borough had in view, and produced the plans which, he said, the Borough had not yet definitely approved of, but the ■Council thought the Engineer of the Kiwitea Boad Board should see them and give ■an opinion. Mr Taylor asked what would be about "the cost of the proposed works. Mr Lethbridge : About i-1800. Mr Taylor said it was a hard matter to settle off hand, without getting the opinions of the ratepayers. Mr Williamson said the people in the Borough should make the bridge themselves; the Kiwitea people had qmto -enough roads to keep in order, while the Borough got all the benefit. Their Board <lid not want to be dragged into this new expense. Mr Lucas thought they ought to go deeper into the matter, and appoint delegates from the adjacent local bodies to meet and draw up a scheme for building and maintaing these badges. There was a good deal of desultory conversation on the question of the mutual benefits done to the towns and the country. Mr Williamson thought the best plan ■would be for an Act to be passed putting the charge of main roads and bridges in one body. Mr Lethbridge said he would leave the plans with the Board and he hoped the subject would receive their favorable consideration. He trusted that the Borough Council would not have to ask the Government for a Commission as that involved considerable expense. Mr Lucas asked what would be their proportion of the expenee to the Kiwitea Boad Board. Mr Lethbridge : About £25 a year. Mr Taylor said he thought their ratepayers would be very much dissatisfied if the Board did it, unless under compulsion. Mr Williamson considered the Kiwitea -was a regular milch cow to the Borough of Feilding. The deputation then withdrew. Tenders were then opened for public -works and the following were accepted : — Building two bridges, Feilding Block, B. Poole, £174 12s 6d ; Upper Cross road, E. Gichard, 6s 8d per chain ; Back road, W. F. Marsh, £179 9a ; delivering metal, Pohangina road, Lyon and Son, Is 6d per jard.J Accounts were passed to the amount of •£626 2s lOd, and the Board adjourned.
