Wellington; Jiine 1& In the Legislative Council, ~ ;" >r After the Governor's speech had been read the Attorney-General said that since last session two of their number bad died, and, following the usual <rastoni, the Council immediately adjourned. In the House of Representatives,. _, On the House resuming, Mr Brycev member for Waipa, and Mr Hislop member for Oamaru, took the oath and their seats. " The Speaker referred to the resignation of Major Campbell as Clerk of Parliaments, which post he had held for 35 years, and paid a high compliment to bins for the manner in which lie had carried out hw duties. Sir Harry Atkinson gave notice to move on Tuesday next: "That the Speaker convey to Major Campbell, on behalf of -the House, its acknowledgement o£ his long and valuable serviced. Mr Taylor (Sjdenham) gave notice to move, *' That the Property Tax is inimical to the best interests of the people, and that it retards the settlement of the lamk" Mr Tanner gave notice that he would next day move the Address-in-Reply to the ttovernor's speech. The Hon. Mr Mitcbelson moved tfie> adjournment of the House at 3 p.m. Sir George Grey moved as an amendment, " That the House forthwith resolve* itself into Committee for the purpose ef drawing up a petition to the Governor praying him to dissolve Parliament, and to cause a writ to be issued for the election of a new Parliament." The Speaker ruled that an amendment of that kind could not be made oorn r the motion for adjourning the House. , The adjournment was carried, and the? House rose at 3.30 p.m. , June 20. Notices were gf yen to introduce several Bills. Sir Harry Atkinson moved that the Speaker convey to Major Campbell,- on his retirement from the office of Clerk of the House, its acknowledgement of his valuable services during the 35 years he held office. — Mr Ballance cordially seconded the motion.— The motion was: agreed to. Mr Tanner moved the Address-in-Beplyv Mr Boss seconded the motion. After the 8.25 adjournment, Mr Ballance referred first to the Premier's ill* ness, which might compel him to relinquish office at no distant date. If suck should prove to be the case, he desired to express his feeling of regret. He deplored the absence m the Goyernor's speech of all reference to the great question of labour, which was now agitating the whole world. He condemned the land administration of the Government. He thought the fact of such a. large exodus having occurred in our population was due to people being-, unable to obtain land for settlements He regretted that they were to waste their time this session doing nothing, and he thought even now Government ought to go to the country on their policy, and obtain an expression of opinion on it. The Hon. Mr Hislop, denied that: there was any necessity in the speech for allusion to the organisation of labour. He= said that Mr Ballance had no right to assume to himself all the virtues with respect to settlement of land, and it was no> particular credit to him (Mr Ballanoe) toput twelve hundred people on land in one year at an expenditure of £65,000. He considered the administration of the Government compared most favourably with. fchat of its- predecessor. Sir George Grey condemned the proposal that a dying Parliament should confcinue to try another twelve months, and thought the Governor should be urged to* grant a dissolution without a further loss Df time.
