Feilding Borough Council
The ordinary meeting of the above was held . on Thursday last. Present— The Mayor (Mr Lethbridge), Crs T. R. Chamberiain, Sandiland.-;, Rutherford;.Goodbehere, S. J. Thompson, J. C. Thompson, Haybittle, and Watts. The minutes of the previous ordinary - meeting were read and confirmed. CORRESPONDENCE. From Joseph Nathan and Co., re diversion of Makino stream. From J. Pearson, asking permission to erect a verandah to hi s new shop now building in Fergusson street. From F. A. Stewart, Aramoho, stating Mr J. F. Stewart, EEngineerr r was at present in Cbristchurch, and therefore could not reply to application for him to report on Kiwitea stream crossing Kimbolton road. From J. H. Stevens and A. McKenzie, asking for a means of access to their property by forming Arnott street. From J. C. Thompson, account for repairs to pile driving monkey. ■ From Prior and Cooke, Borough solicitors, re a certain right-of-way. Beport of Poundkeeper was handed in, showing £3 5s as the receipts for the past month. From the Public Works Department, Wellington, declining to send a Government engineer to report on the Kiwitea stream ; but advising the Council that Mr J. T. Stewart, formerly District Engineer, might be consulted. From the. Mayor of Akaroa, re Jubilee at Akaroa. From Hospital Board, enclosing oheque for £2 12s lid. From the same, re striking a rate. From the Treasury advising payment to credit of the Borough of £9 Os lOd for rates on Crown Lands. Beport of Finance Committee recommended accounts amounting to i's6 la 3d for payment. The Mayor reported' that the Public Works Committee had inspected Moninouth street, and recommended that about 24 chains be metalled., Outward correspondence was read. Proposed by Cr Haybittle, seconded by Cr T. & Chamberlain, That the report of the Finance Committee be adopted.— Carried. , » Proposed by Cr J. C; Thompson, seconded by Cr Haybittle, That tenders be called for metalling Monmouth street from Derby street to Lytton street, and that tenders be in in one week and dealt with by the Public Works Committee. — Carried. Proposed by Cr Sandilands, seconded by Cr Butherford, That permission be granted to Mr Pearson to erect a verandah in Fergusson street, subject to the approval of the Clerk of Works -—Carried. Proposed by Cr Goodbehere, seconded by Or Butherford, That the Public Works Committee inspect and report upon the ■ state of Arnott street to the next meeting of the Council. — Carried. Proposed by Cr J.-C. Thompson, seconded by Cr T. B. Chamberlain, That the request of Messrs. Prior and Cooke, re the j right-of-way, be agreed to, and that Crs Goodbehere and. Haybittle be appointed to witness attaching the Borough seal to j the necessary documents. — Carried. j '-. Proposed by Cr Haybittle, seconded by Cr J. C. Thompson, That the Town Clerk be authorised to draw a cheque for £5 for. petty cash. — Carried. ! Tenders were then opened for public works, poundkeeper and ranger, &c. After this had been done Cr Haybittle reported, as chairman of the Finance Committee, that the previous contractor for carting, &c, for the Borough, Mr Bowler, had nofi given complete satisfaction inasmuch as he had refused to haul certain logs out of the^ Makino, and thus compelled the Council to employ another man at a higher rate than they should have bad to pay. Cr Butherford said that as Bowler's tender for carting and supplying metal was only a few pence lower than the next lowest tenderer, Kink, it was a matter of no great consequence. It was then Proposed by Cr Bntherford, seconded byCr J. C. Thompson, That Mr Bink's tender for metalling Sandon road be accepted at £12 10s, also for carting and supplying metal for the Borough of Feilding. Cr Goodbehere did not agree with the resolution because it did not give the work to the lowest tenderer. He would move an amendment. Cr J. C. Thompson said the Council should take the man who would give the best Satisfaction. Proposed by Cr Goodbehere, seconded by Cr Watts, as an amendment; That the tender of Mr B. Bowler for supply v of metal and teams for ensuing year be accepted as it is the lowest, and that of F. Bink for metalling Sandon road at £12 103 be accepted. — Lost. The original resolution' was then put and carried. . • Proposed by Cr Sandilands, seconded by Cr Haybittle, That the tender of C. Matthews for Charitable Aid rations be accepted.— Carried. Cr Haybittle mentioned for the information of the Council that Mrs Chapman was in need of charitable aid, her husband, formerly a. painter in Feilding, hav-. ing cleared out for Sydney and left her and her family destitute. Cr J. C. Thompson suggested that some ■ one should visit her. and see what was required. , ' . The Mayor undertook to do this. Proposed by Cr J. C. Thompson, seconded by Cr T. B; Chamberlain, That the tender of Lang and Blackmore for the lease of the pound be accepted at a rental of £12 per annum, and that Lang be appointed ranger and Blackmore poundkeeper for one year. Cr Goodbehere said he was opposed to the resolution and he moved an amendment (not seconded) Cr Sandilands proposed as an amendment, seconded by Cr Butherford, ,!hat the following words be added to the proposition: "Subject to their entering into a bond with two approved sureties for the due performance of their duties 1 , and the proper protection of the Borough Council from damages."— Carried. The May6r>read the estimated Beceipts and Expenditure of the Council for the coming year as prepared by the Finance Committee. Proposed by Cr J. C. Thompson, seconded by Cr Haybittle, That the Estimates as brought up by the Finance Committee be adopted. — Carried. . Proposed by Cr Haybittle, seconded by Cr J. C. Thompson, That public notice be given that the Council will at its next ordinary meeting make a general rate of Is and a library rate of Id in the £ for the financial year ending 31st March, 1891. The Council then adj ourned.
