Feilding Borough Council
The ordinary meeting of the above was 1 • held on Thursday last. Present—The Mayor (Mr Lathbridge), Crs Sandflands, Rutherford, Watts, Hay bittle, Goodbehere, W. E. Chamberlain, T. R. Chamberlain, and J. C r Thompson. The minutes of the last ordinary and special meetings were read and confirmed. COBBESPONPRNCB. From John Whisksr r in reply to demand for 358 for burying dead horse, stating the horse did not belong to him, nor was it ins his charge* /Horowhenua County Council (2) r «n« quiring freight of monkey derrick from Feilding to Tokomaro station, and two telegrams on same subject. From A, Lr Parr r asking permission toerect bitching posts and sign board op' posite his premises in Eunfbolum road. ' . - From agents J. E. Nathan, asking for* sketch oi a proposed drain. < - From Returning Officer, advising election of Licensing Committee for the* Borough. From Inspeotor of Nuisances, Riving" - notice that Messrs F. and J. Bartholomew are- again allowing the drainage from their flaxnull to find its way into the public; drain in Weld street and from thence inter the railway drain where it is causing ay 'nuisance. From B. N. Keeling, Palmerston, asking the Council to appoint a delegate on a committee to be formed for the purpose of choosing a site for a hospital. From John Bartholomew and S,Bellv« r drawing attention to the state of Monmouth street. Beport of ponndkesper,. enclosing fis for fees collected during the month. , Re a right of way from W. A. Sandilands. • Beport of Finance Committee reoom~ mended accounts for £46 18s 9d to be. - passed for payment, was adopted, ; There was only one application for ranger and that was withdrawn. The Mayor reported that he had inter' viewed Mr Norman and the amount demanded, £10, had been reduced to £7. Proposed by Cr Thompson, seconded) by Cr T. B. Chamberlain, That the Treasurer be authorised to pay Mr Norman the sum of £7 as rent for a roadway through his property for 1889-90. — Carried. Proposed by Cr Haybittle, seconded by Cr Sandilands, That the correspondence: as read be received. — Carried. Outward correspondence was then read. Proposed by Cr Butherford, seconded by Cr Goodbehere, Thai the Public WorksCommittee inspect Monmouth street and report at .next meeting.- — Carried. ~''. Proposed by Cr Goodbebere, seconded by Cr Butherford, That Mr A. L: Parr b* allowed to erect hitching posta. opposite his shop,- subject to the approval of the Clerk of Works.— Carried. Proposed by Cr Goodbehere r seconded! by Cr Butherford, That the consent of the Council be given to the right of way asked for by Mr Sandilands and that the Borough seal be affixed to the document. — Carried, The report of the Inspector of Nuisance* _ was then considered. . ' ■•'..;•■'* Cr Goodbehere said he would propose: the report be laid on the table. He cob sidered the alleged offensive smell was more imaginary than real. r . The Town Clerk said a complaint had been made to him at hia office. ' -Jj|'. Cr Sandilands did not think 4be- smelt from the flaxmill was deleterious. He would second Cr,Goodbehere r s motion. The motion was then put and carried.. Cr J. C. Thompson said that in future! when complaints were made to the Inspector of Nuisances, .the -names, of the persons so complaining should be laid before the Council. x v . Gr Goodbehere— Hear* hear I Proposed by Or Sandilands, seconded by Cr Watts, That the whole of the ratepayers whose rates are still unpaid b» sued for the same forthwith. — Carried. Proposed by Cr J. C. Thompson, seconded by Cr Haybittle, That tenders be called for the supply of timber, and the carting of metal and the supply of teams, also for the supply of Charitable aid ' rations for the ensuing year. — Carried. The Mayor reported that their claim against certain parties for flax would, ont the advice of their sohoitors, have- to be abandoned, as there waa no hope of getting any money. Cr Hay bitde said he hoped this would be a lesson to the Council, and in any future case they would take sureties. Cr Goodbehere said as they had no< ranger the poundkeeper might be dispensed with or his salary reduced. The Mayor said he could not be dispensed with without a months notice. Proposed by Cr Goodbehere, seconded by The Mayor, That alternate applications. . be called for the position of ponndkeeper and ranger combined, and for a twelve* months* lease of the ponnd to be in by > next meeting of the Council and that the present poundkeeper receive one month's notice.— Carried. ■ The Mayor brought the oase of Rachel Bobinson under the notice of Council as afit object for Charitable Aid. As the family are earning good wages the proposal was not entertained. Proposed by Cr J. C. Thompson, seconded by Cr Haybittle, That tenders be called formetalling to the Borough boundary on the road to Sandon.— Carried. The Mayor said he had written to- theMinister for Public Works, re aaEngineer to report on the Kiwitea stream, but he had not yet received any reply. He suggested that a commission be asked for todecide the liability of the adjoining public bodies severally, in order that they may have the approaches done where the Kiwitea stream crosses the Kimbolton roadw It was decided to "rub the Government up again." The Council then adjourned.
