The West End Scandals
(PER PBEBS ASSOCIATION:) London. February 28. . •. Mr H, Labouchere brought before theHouse of Commons to-day the West End scandal, and, in doing so, alleged that Mr James Monro, the Chief Commissianec of the Metropolitan police, urged that Hammond, who was notoriously connected? with the scandal and subsequently fled to> New York, should be arrested and pfececL on his trial for complicity in the offense,, but the Home Office declined to giVelits sanction to this course. He also- asserted' that Lord Salisbury directly advised theabsconding of Lord Somerset* and whett the latter gentleman returned to London some time after the scandal,, as reported^ for the purpose of attending a funeral, the police urged that he should be- arrested, but Mr H. Matthews, the Home Secretary * refused to give his assents In the course . of his remarks Mr Laboachere denied that Prince Albert Victor waa connected with. - the scandal, and in conclusion he demanded that a committee should be appointed to investigate the whole matter* and also as to Lord Salisbury's criminal conspiracy* Maroh li Sir B. E. Webster* replying to>M* Labouchere's remarks on the West End wandals, denied that Lord Salisbury wa& aware of Lord Somerset's connection with them, or that he had been accused uitil the latter had escaped from the- country. Mr Labouchere declined t& accept this, denial, and declared his disbelief of Lord Salisbury's assertion of umoeenee iajth» matter. Being requested to withdraw &• latter remark, he persistently refused, and was suspended fora week. , Mr Labouchere asserted that Lord Salisbury informed sir Dighton Prpbjß^ Controller and Treasurer to the Household of tijo Prinoe of Wales, on ifitb October, that: Lord Arthur Somerset would be arrested next dav, whereupon the latter bolted.
