Thursday, February 6th, 1890. - The usual monthly meeting was held as above. Present — The Mayor (Mr Lathbridge), Cra T. R. Chamberlain, J. C. Thompson, Hayb'.ttle, S, J. Thompson, W, E. The minutes of the last ordinary meet- I ing were read and coufirmed. CORRESPONDENCE. From G. C. Hill, Borough Valuator, enclosing valuation hat of the Borough for/ the current year. From-' Mr Baumber, secretary of the Charitable Aid Board, enclosing cheque for £15. _ - _._ . From R.M7 Keeling, of Palmerston North, asking the Council to appoint a delegate to attend a conference resite of a proposed- hospital building. ■-. fr. From G. T. H. Lyne, asking if the Council had given permission to anyone to cut down certain willow trees. From John Marshall,' ; asking . the name of Mr Hubrier to be put on the rate roll instead of his. - .■•■■•• The report of the Finance Committee was read, and accounts for £40 4s 2d were recommended to be paid. ' : The chairman of the Finance Committee said the account of Mr Fidler for burying a dead horse, and of Messrs Kirton and Curtis, for printing and advertising had ibeen; held over. in order that the Council might be consulted: Two pounds for burying the horse was deemed excessiye, and an advertisement in the account ■ of Messrs' Kirton .and Curtis had yet to receive two insertions:— (The Mayor, " one insertion")— before it was due and payable. The Town Clerk informed the Council :he had found out that Mr Whisker was the owner of the dead horse. , Cr Goodbehere. said he was a member of tbe Finance Committee, but he had not received any notice of the meeting. He thought there should be a time fixed for ) their meetings. The Town Clerk said that had been tried but it did: not answers Cr Goodbehere still considered a time should fixed. The Mayor said it was quite competent for any .councillor to make a motion on the matter. The report of the Public Works Committee was read, in which certain' repairs .to culverts and bridges on the Makino road, were recommended. ' l. Proposed by Cr Haybittle, seconded by Oi- S. J; Thompson, That the report of the Fiuance Committee be adopted. — Carried. Proposed by Cr J. C. Thompson, seconded by Cr T. R. Chamberlain, That Fidler be paid amount claimed for burying dead horse, 355, and that the owner be applied to for a refund of the same. Cr Goodbehere asked if the Council could claim this amount from the owner of the horse. The Miyor said he thought so, but anyway the charge mentioned in the resolution had been arranged for and that ■mount should be paid. He then put the m >tion, which was carried. Proposed by Cr S. J. Thompson, seconded by Cr W. E. Chamberlain, That the report pf the Public Works Committee - be adopted.— Carried. The Mayor reported that the committee appointed at the last meeting of the Council to interview the Foresters in connection with the proposed cutting for the diversion on the Makino stream, had done '■ho, f.nd a final answer would be given by tie Foresters after their next oourt meeting whioh would be held on Wednesday next. Outward correspondence was read. Proposed by Gr J. C. Thompson, seconded by Cr T. R. Chamberlain, That tne names of E. R. Hubner, and Edward Charles be placed on the rate roll instead of John Marshall and Andrew Gardener respectively, as requested- — Carried. Proposed by Cr Goodbehere, seconded by Cr Rutherford, That in fusure the meetings of the Finance Committee be held at' 12 o'clock noon on the day previous to the monthly meeting.— Carried. ' The Clerk said, in reply to a question, that the valuations were a trifle higher this year. .'•■•■•• Proposed by Cr S. J. Thompson, seconded by Cr. W. Watts, That Mr Halley 's application, re sign board, be allowed under the supervision of Clerk of Works. — Carried. • Proposed by Cr J. C. Thompson, seconded by, Cr W. A. Sandilands, That Messrs Kirton and Curtis' account be paid as presented.-— Carried. Proposed by Cr Haybittle, seconded by Cr J. C. Thompson, That the subject matter of Mr Norman's letter be referred to the Public Works Committee, to report at next meeting. Cr Goodbehere approved of.the resolution, but he thought it should be an instruction to the Public Works Committee to get the use of the land at a reduced rate. The motion was carried. In connection with, the appointment of a ranger, Cr Sandilands said he thought that 'from the amallness of the salary there would always be a difficulty of getting a good man. He made certain suggestions. The Mayor thought Cr' Sandilands should give a notice of motion embodying his ideas bo as to give the other .councillors time to think it over. " Cr Sandilands assented. Cr Goodbehere said that the rangership appeared to be a constant source of expense from advertising and drawing up of agreements. To his mind, in order to secure the services of a good man the duties of ranger and.poundkeeper should : be combined. ■• v Cr J. C. Thompson did not approve of the 4< one man business," and the Council knew very well' that until they got the present efficient poundkeeper they never got any profit at all. Proposed by Cr S. J. Thompson, seconded by Cr Haybittle, That applications be called for the post of ranger. Cr Goodbehere suggested the matter should be held over until Cr Sandilands motion, notice of whioh had been given, was disposed of. . The Mayor suggested it would be better have a speoial meeting of the Council. Cr Haybittle would prefer the resolution to be withdrawn and discussed at the suggested special meeting. The resolution was then altered to read :— -That applications be called for the position of ranger, to be in by noon oh the 17 th instant, to be opened at a special meeting on that day at 8 p.m. The meeting to be held to deil wi h matlert relating to the pound and rangership.— Carried. Cr Watts asked if anything was to be done about proceeding against defaulting ratepayers. . . ... Cr Goodbehere said that before the matter of defaulters was considered, lie^ would like . to draw the . attention of the Council to the fact that a certain house in the prescribed limits, was being covered with shingles instead' of with iron as directed in the Borough bye laws.
