J Bkbiin, Januar 8 An opinion is expressed in diplomatic circles here that the Portuguese Government vrill eventually disavow the action of Major Pinto in Zanzibar and seek to obtain a convention of the European Powers to determine the question of Portuguese rights in the Zambesi if- unable to effect a satis* factory settlement with England. London, January'B. Lord Salisbury regards the late details furnished" of Pinto's raid as merely au expession of the accounts of the original incident. He has demanded that Portugal should instruct her officers to maintain the status quo on the Zambesi. Portugal is willing to comply, provided similar instruc* tions are given to English officers. ; i, ;; v January 9 British, warships are leaving* Zanzibar separately with sealed orders. The Times this morning states that Portugal will restore the status quo, and will withdraw her troops from Zambesi, the territory claimed by Eugland. Twelve -British warships have left for Zanzibar. It is surmised that they are under orders to blockade Mozambique. It is rumored that Lord Salisbury has declined the suggestion of the Portugese Government that the Pope should arbitrate between England and Portugal. The appointment of a mixed Commission is regarded as probable. ' The Daily Telegraph states that Portugal disavows Major Pinto, and apologises for the insult to the British flag by advice of Germany. "Vienna, January 9. It is rumored that Prince Bismarck will be asked to act as mediator in the dispute between England and Portugal, over the occupation of Zambesi.
