Manchester Road Board.

The ordinary monthly meeting of ther above board was held on Saturday after' noon last. ' Present — Messrs Macarthur ' (chairman), Pearce, Wheeler, and Loth* bridge. The minutes of the previous meeting were read and confirmed. The following" correspondence was read : — From John Bogan, re surface water from a" drain 'overflowing his land. From Q. H. Aldrich, G. McDonald, and W. Watßon .respectively, re , change of name on rate roll. . „ From W. Aitken, asking' for access tohis property by a cutting being made. " From G. Crichton, requesting permission to put up a verandah in front of his store at. 'Asburst. From John Campbell* asking for repairs >5 to be done to a bridge on south side, of railway line. From G. Brewer, re felling road line.' From Surveyor-General's office, stating the Governor had appointed Mr Brabant, 8.M., to- hold the* enquiry re .Onepuhi bridge. From S. Goodbehere, with deed of reference re ' arbitration -m the case of.R. X* Reid and the Board. From Treasury Office, telegram re • voucher for £678 balance of loan. From the same, re the 10 per cent, ad' s ditional loan, saying the practice had been to grant the extra 10 per cent, where a poll had been taken for one or more works, leaving the local authorities ta expend the money on works which had been underestimated, on th> sanction of the ratepayers being obtained. From M. Hannaghan, re payment of his rates.A petition was read from a. number of settlers at Ashurst, praying to have Ashurst under the government of a tdwff board, and enquiring what the powers^of ■ a town board would be. The Engineer was instructed to attend; to the matters referred to- in the letters respectively from J. Bogan, W. Aitken, and J. Campbell. - ■ - v With reference to the petition of the Ashurst settlers re a town board, the chairman said he had informed -Mr Nelson, one of the petitioners, that a town board could' only be formed where a town? district already existed, and bad pointed out what the required population would be. He had since found- that Mr Nelson had sought advice in- the'matter, and bad been informed their proposal could be legally carried out. Mr Macarthur quoted the Act on the subject, showing the requisite population, and it was understood ,that he would reply to the petition, and explain the whole matter from the Act.The chairman reported having written to the Eailway Commissioners re the Bunnythorpe road, and then read a telegraphic reply he had received, to the effect that there were no objections to one chain on either side of.the line being proclaimed a road. He said while in Wellington he was assured that the Railway Reserve would be handed over to the? Board for a road, and such a portion of ife as would of the greatest benefit. He had attended a meeting of ratepayers at Bunnythorpe, when the matter was pretty freely discussed. The question of estimates was considered at the meeting, and . some of the ratepayers were not prepared, to vote for the loan' unless all the works scheduled were done. * He had gone through the estimates with Mr Bray, the Engineer, and found that to complete the works it would require at least £750 more* than previously estimated. He had also found that the five-eights of a penny in the pound rate was sufficient to cover this additional loan. He then- read the.amended estimates as .applying -to the respecdve roads, which would be pnt before the ratepayers in the proposal for a loanMi- Pearce, tha member for No. 5 Ward, then proposed, "and Mr Macarthur seconded, That the following sums be added in the Schedule' of Works for Iflo. 5 loan, carried at the Board's meeting of the 6th of October 1889. to each -\york respectively: — No. 1, £ISQ; No. 2, £126; No. 4, £183 ; No. 5,- £195 ; ~®o. 6, £190 ; No. 3, which was estimated 100 chains longer than the reality, a decrease of £75 ; total of proposed loan, £4,750; at the same special rate in the £ as the previous vote sanctioned,. viz., five-eights of a penny in the £on the rateable value. If the poll be carried the Board will undertake "to> complete all the works in the schedule. — Carried. - Proposed by Mr Pearce, seconded by Mr Macarthur, That permission be granted to Mr Crichton to. erect a verandah in. front of his shop as requested, 10 ; feet wide, subject to the approval of the Engineer. — Carried. Proposed by Mr Pearce, seconded byMr Wheeler,' That the names be placed on the rate book as requested. Proposed by Mr Maeartbur, seconded by Mr Wheeler, That the Collector be empowered to sue. 'for all outstanding rates. — Carried. A number of Senders were opened for terming and culverting 73 chains of Harrison's road, Ashurst, and on the motion of Mr Lethbridge, seconded by Mr Pearce, the tender of J. Couniham -an £115 was accepted, subject to the sureties being ap- ■ proved. After passing, accounts for payment the . •Board adjourned.
