Kiwitea Road Board

The ordinary monthly meeting of this board was held here on Saturday last. Present — Messrs Taylor (chairman), Williamson, Lucas, P. Reid, Homer, Shannon, Haythorne, Mills, and J. Reid. The minutes of the last meeting were read and confirmed. Correspondence was read as follows : — From F. E. Allen, asking permission to fell roadline fronting sections 25 and 26, Peilding Block. From settlers in Awahou, Pohangina, Special Settlement Block re expenditure of thirds. From A. Ridley, asking for permission to fell roadline in Ongo Block. From Treasnry, stating that a voucher for i&OOO on account of Feilding Small Farm Block Loan had passed audit, and would come to hand in a few days. From Commissioner of Property Tax Department, stating that a voucher had been passed for i'2l6 15s 3d, balance of subsidy. From W. T, Ward, N. Charlton, and B. S. Saxellby, objecting to election of Mr Shannon as a warden. From Chief Surveyor, stating that he had recommended payment of islOO on account of Apiti road contract. From Surveyor-General, re Cheltenham cross road, and stating that the Minister proposes to allow the case to stand over for the present. From B. Johansen, re alteration of name on rate roll. From J. W. A. Marchant, stating that the Land Board approved of proposal to expend certain thirds in Apiti. From John Walker, re alteration of name on rate roll to H. S. Munro. From J. R. White, applying for permission to erect a gate across the main track, Apiti Block. Proposed by Mr Lucas, seconded by Mr Mills, That the secretary write to the Surveyor-General and ask why the matter of the Cheltenham cross road should stand over. — Carried. Re the objection of Waitapu settlers to Mr Shannon's election, it was decided that the letter be laid on the table. Resolved, That Mr Ridley be allowed to fell bush on the roadline. Resolyed, That Mr Allen be informed that the road he wishes to fell will be made out of loan. Resolved, That the name of H. S. Munro be. placed on the rate roll for sections 40 and 50 in place of J. Walker. Proposed by Mr Lucas, seconded by Mr Taylor, That the thirds to be derived from sections 3, 4, 5, 7, 12, 13, 15, 16, 17, and 18, Foxton Small Farm Block, be expended as requested, provided permission be given by the Land Board. — Carried. Proposed by Mr Homer, seconded by Mr P. Reid, That tenders be called for forming a track 16 feet wide, leading to sections 24, 25, and 26, Birmingham SrnalJ Farm Block.— Carried. Proposed by Mr Lucas, seconded by Mr P. Reid, That tenders be called for 3 miles of main road in the Feilding Small Farm Block, commencing from the present made portion, in mile contracts, or as the Engineer may think best. Tenders to be in by this day fortnight and to be accepted by the engineer, Messrs Lucas aud Reid. — Carried. The following resolution was proposed by Mr Shannon, seconded by Mr Reid (of which notice had been given), That the motion of Mr Williamson re expenditure of deferred thirds be rescinded. — Carried. Proposals, for expenditure of deferred thirds in the Pernberton Block were made by Mr Homer, and the secretary was instructed to take the necessary steps to obtain the money. Proposed by Mr Lucas, seconded by Mr Taylor, That the secretary write to the Wanganui Harbor Board — first, if they ■will reserve a piece of land in some suitable place for a cemetery ; secondly, if they will give a piece of land, say five acres, in some central spot, tor a school reserve. — Carried. Proposed by Mr Lucas, seconded by Mr Taylor, That notice be' given of the intenof the Board to strike a $ d general and a ■fd separate rate for the ensuing year. — •Carried. Proposed by Mr Lucas, That the balance of a loan raised under the Roads and Bridges Construction Act be converted to loan under Government Loans to Local Bodies Act. Mr Lucas pointed out that up to the present the interest on the loan had been paid out of Crown Lands' rates. As the Crown Lands were now being taken up, the interest would have to be paid by special rate, therefore he held it would be better to commute the debentures, so as to make the annual payments lighter. All the old members of the Board gave their views as being in fayor of leaving matters as they are, and the motion was, after some further discussion, withdrawn. Proposed by' Mr Shannon, seconded by Mr Williamson, That the following proposal be submitted to the Waste Lands Board for approval, viz. : in forming, metalling, and pulverting the Waituna Valley line and the Northern line, the thirds accruing from sections on or benefitted by the Valley line be expended on that road, the same on the Northern line, and that the bridges at the boundary and about one chain of road leading to the junction ot these roads be paid for equally out of thirds derived from or benefitted by both the Valley and Northern lines. — Carried. Proposed by Mr P. Reid, seconded by Mr J. Reid, That the secretary be instructed to take proceedings against any persons removing totara from roads and reserves under the Board's control in the Feilding Special Settlement, all such timber being required for road purposes. — Carried. Proposed by Mr P; Reid, seconded by Mr Lucas, That the Engineer be instructed to call for -tenders for clearing and formation of three miles of main road, and two miles of the main cross road in the Feilding Small Farm Block, the tenders to be sent in by next meeting of the Board. — Carried. Proposed by Mr P. Reid, seconded by J. Reid, That the future meetings of Board be held at 11 a.m. instead of 2 p.m. — Carried. Proposed by, Mr J. Reid, seconded by Mr Taylor, That the following works be submitted to the Commissioner of .Grown jLands in the Sandon Small Farm Block : That the roadline from the south end of the township to the corner of section 52 be felled o»e chain wide and stumped and cleared 20 feet m the centre, the distance being 120 chains, and estimated co.st i£l2o, and the balance to be spent on the continuation of a road through the block, and in burning and clearing tie road which has already been felled. — Carried. Tenders were opened for works on th,e Xi nbolton main Iraek, and that of Messrs Younger and Laing at d! 100 5s was accepted, and Mr Schlapski for Peep-o'-Day at 14s 6d per chain. After passing the Usual monthy accounts the Board adjourned".'"
