Feilding Borough Council
Thursday, August 1, 1889. The usual monthly meeting was held is above. Present — The Mayor (Dr tfohckton), Crs J. C. Thompson, Haybitle, Eutherford, Fewles, T. B. Chamber am, and Goodbehere. The minutes of the previous ordinary neeting were read and confirmed. ' CORRESPONDENCE. From Secretary Hospital and Charitable &.id Board, Wanganui, handing cheque for £25 for charitable aid purposes. Chairman Library Committee, asking £10 to be paid to account, and nominating Mrs C. Brown, Mr E. Goodbehere, Messrs C. H. Hosking, 8. Daw, G. W. Powles, P. Thomson, H. Worsfold, 8". J. Thompson, J. G. Cobbe, W. G. Shearer, and J. H. Stevens for a new committee. Mr Wilks nominated Samuel Strahan. Circular from the City Council, Chrisfcehurch, re gas works. From Rev. Father J,l J. Patterson, of Palmerston, asking a culvert to be made opposite a certain section at Makino, now in the occupation of Mr James Wilson. From John Taylor, asking permission to erect a sign board and hitching posts opposite his premises in Manchester street. From the poundkeeper handing over £5 13s- as proceeds of poundages for the past month. From J. C. Thompson, asking leave to build a dwellirg house on the section leased to the Borough for a pound paddock. From Prior and Cooke, asking the name of F. XL Cooke to be placed on burgess roll for section 659. Reports of the Finance Committee (£lB 2s 8d) and of Public Works Committee (£93 14s 9dj were read and the several amounts passed for payment. ' Proposed by Cr Fowles, seconded by. the Mayor, That the name of F. H. Cooke be placed on the burgess roll for section 659 in place of Mr Barker. — Carried. Proposed by Cr Goodbehere, seconded by Cr Rutherford, That Mr J. C. Thomp. son's request re pound paddock be granted subject to a reduction in rent in proportion to amount of land taken, and that Mr Thompson take all risks of damage being; done by stock placed in the- pound.—^Carried. Proposed by Cr Rutherford, seconded by Cr Goodbehere. That Mr Taylor's request be granted subject to the approval of the Clerk of Works. — Carried. Proposed by Cr Goodbehere, seconded . by Cr Haybittle, That the request of Father Patterson, replacing a culvert infront of section 184 suburban be referred to the Public Works Committee with power to act. — Carried. Proposed by Cr Fowles, seconded by Cr Goodbehere, That the support of this Council be accorded to request of the Christchurch City Council, and that the Town Clerk write to Mr Macarthur, asking him to support the measure. — Carried. THE ÜBBART. The Mayor again read the letter from the chairman of the Library Committee, in which £10 on account of Library Bate was applied for, and the list of names suggested as members of that committee for the ensuing year. He said he had not .the i pleasure of knowing them all, but no doubt r the Councillors did. He hoped, however, that there was one good, fighting man 1 among them because recent events have ' shown that it waft just as necessary for a library to have a fighting commdtteeman i as it was for a newspaper to have a fight- ! ing editor. ' Councillor Fowles, said the battle to which his Worship referred had taken place in the Beading Roota, and not i among members of the Committee. Proposed by Cr Haybittle, seconded: hy ; Cr Rutherford, That the sum of £2. Set 2d be handed over to the Library Commafitee. ■ — Carried. Proposed by Cr Fowles, seconded by Cr J. C. Thompson, Thai the names mominated by the Library Committee, including: that of Mr Strahan, be the Library Committee for the ensuing year. — Carried. ! HOSPITAL AND CHABTTABIiE AID BELL. The Mayor introduced th* subject <£ the above Bill, and in an exhaoßtrre adr [ dress reiterated many of the arguments | for and against the measure which he had already given utterance to, sod which have been duly reported in these: columnst To enable the Council to debate it he Had drawn up a resolution which they could discuss and alter at their discretion. The: following is the resolution which waa sec- ; onded by Cr J. C. Thompson : — "That th« Borough Council of Feeding; having considered the provisions of the proposed Charitable Aid and Hospital Bill, cordially support the principles of separating Charitable Aid from Hospital administration ; of relieving hospital wards from the encnmbrance of old age, and other incurable- eases that can be maintained in s. different class of establishment at, in many instances a quarter the cost and of compelling chronic inebriates and vaga. bonds to work for at least their own maintenance. This Council desires, however, to point out that locking up those who ought to be the breadwinners for their families is not a satisfactory ground for withdrawing state aid from the local bodies upon whom the burden of such charitable provision devolves; nor does this Council desire or consider just any act by which the contributing bodies are deprived of representation on the Board that distributes their mutual funds. The* proposed Act also gives special facilitiea for another Borough (Pakoerston North) to form a separate hospital district upon erecting a suitable building, and this Council claims that Feilding, in conjunction with any of its large surrounding districts should be allowed the same option.. For the objections above narrated the member for the district be requested to oppose the Bill in its present form and copies of this motion be forwarded to the Premier and Minister in charge of the, Bill, Mi Hislop."— Carried unanimously^ The Mayor suggested holding; a special meeting in accordance with; the Act,, for the purpcß* of considering the measure* provided &r extending the powers of wain | lie bodies in the recovery of rates* He briefly explained the powers which thft Act provided. The Mayor said the permusion of theCouncil would have to b* given to that Clerk to obtain eer&aya books as desired by the Auditor. Ths Auditor has passed. a compliment on the neat and clean vay in which the Boreuga books were kep£ but the nsw system as requited by th» Act would require a sew set of books. Proposed by Of Geodbehsre, seconded; by C* J. C. Thompson, That the Clerk be> instructed to procure a cash book as per instructionfl ef the Auditor.— Carried. Oaly one tender for 4he supply of charitable aid rations was received, that of Mr C. Matthews for 3s dd per rations, and it was accepted.
