The N.Z. Bank Act, 1861, Amendmen Bill passed its third reading.

Replying to questions, Ministers said that the Agent-General had acoepted the appointment of Trustee to the Midland Railway Company without emolument, but would resign if any complication arose. — All old soldiers' claims (whether by petition or otherwise) would be considered by the Committee now sitting.

The House went into Committee on the Oamaru Harbor Board Loan Bill.

The Educational Franchise Bill was further considered in Committee, and was reported without amendment. On the question " that it be read a third time," the Hon. Mr Fergus moved to re-commit the Bill, for the purpose of adding anew clause providing tbat in the mining districts a householder be' interpreted to include a holder of miner's rights. — The amendment was carried and the bill read a third time and passed. '

The Triennial Licensing Committees Bill was considered in Committee.— Mr Monk moved to insert a new clause extending the franchise to females, which wag lost by 86 to 88. The bill wm passed through Committee, and was reported without amendment and passed. The House rose at 11.20.

Friday, July 19. Mr Barron gave notice to move, on the motion for the second reading of the Representation Bill, That Parliament having already passed an Act rednoing the number of members subject to the existing quota, it is undesirable to disturb the decision then arrived at -without further reference to constituencies.

The debate on the Bepresenta,tion Bill was resumed by Mr Allen, who.'protested against the measure. — The Premier hoped the Bill would .be read a second time, and the House could go into committee on it next week. — Mr Izard protested against the Bill being forced through. If rumor was correct the prime mover in the matter was Mr Macarthur. The Bill was that gentleman's, in whose hands Ministers were mere puppets, forced to dance to his pipe. At 12.10 the debate was adjourned till Monday night.
