If the Government's proposals respecting the Hare system are accepted, each- man will have only one vote, so that plurality of voting will be definitely, done sway with. i The Corrupt Practices Bill will contain provisions against corrupt practices, even more stringent than those at present existing. One feature will be the absolute prohibition of any lending of private carriages or other vehicles, even though there be no money consideration. i The Representation Bill will include j the provisions for election under the ! Hare system and for the much-talked-of " quota." The proposals of the Government will reference to the reconstitution of the Legislative Council may be stated to be briefly as follow :— Present Councillors are to remain members but the powers of appointment by the Governor are to cease, and members are henceforth to be elected as now provided. When the numerical strength of the Council shall fall to lesß than half that of the Lower House there is to be a vacancy to be filled up- The Speaker of the Council is to gazette the vacancy, and notice is to be sent to every member of both Houses. The Clerk of Parliaments is to be the Returning Officer. Three members of the General Assembly may nominate a candidate. The election is to be by ballot in a room in the Parliamentary Buildings. Each member of either House will be entitled to vote. If there should be more than one vacancy the elections may go on simultaneously but separately. Elections may be appealed against, first to the r-upreme Court and then to the Privy Council. The Council is to choose its Speaker from among it own members of the Council. Any member may resign his seat, and .each, member will be elected for seven years.— N.Z. Times.
