« Thursday, June 6, 1889. The ordinary monthly meeting was held as above. Present— His Worship the Mayor (Dr Monckton), Councillors Goodbehere, Lethbridge, Rutherford, Haybittle, G. W. Fowles, and W. E. Chamberlain. The minutes of the last ordinary meeting and special meeting re objections to rate roll, were read and confirmed. CORRESPONDENCE. From the Feilding Volunteer Fire Brigade, asking for a donation, and permission to sink a well in the Square. From Prior and Cooke, solicitors, enclosing bill of costs, and particulars of state of the liability of the late poundkeeper, J. Turner, to the Borough. From J. Taylor, making application for a culvert to be put down opposite his new shop in Manchester street. From the poundkeeper, handing in £6 for the month. From J. T. Taylor, Mrs Guthrie, and S. Evans, complaining of the howling of the Feilding Drag Hounds, kept in their neighborhood. . From C. Bull, enclosing cheque for £1 10s for use of driving monkey. From Sydenham Borough Council asking the assistance of the Council to secure the passing of a Ratepayers Insurance Bill in Parliament. ■ Memo from the Sinking Funds Com* missioners re loan of £500. The Mayor said there was a difficulty found in investing this money, as no- persons desirous of borrowing the money care to have their applications bandied, about at the Council table and then- pub' lished in the press. From W. D. Sandilands, asking to be replaced on the burgess roll. From Auditor - General, returning audited balance sheets of the Borough. The following Fire Brigade deputation waited on the Council: — C. Bray^ H. .. Worsfold, S. J. Thompson, and. J..CL. Morey. , ;> Mr Bray, Captain of the Brigade, said, in support of the letter from the Brigade, they had waited on the Council. He said it was a considerable undertaking to work ■ up the Brigade. The Council and the ' public had. subscribed £70, which had , been expended in erecting the bell tower, i and doing other work. They had to pay £90 on the arrival of their engine, and ; they had only £30 in hand. He hoped , the Council would assist. He reminded* . the Council of the great service the Brigade had rendered when a few days agothey saved the principal buildings on Manchester Square from destruction. The Mayor said the matter would'receive the earnest attention of the Council, Mr Bray thanked the Mayor on the part of the deputation who then withdrew. Public Works report— £44 5s 3d. The Mayor said the charge for carting > metal had been exceptionally heavy this [ month. Cr Haybittle said that while on th« that subject, he would remind the Public: Works Committee that the footpath near ' Olliver's Hotel had not been done, al- . though at the last meeting of the Council it had been recommended. : The Mayor §aid the work would bet done as soon as the Committee could over- • take the work before them without era- [ ploying extra labor. "'■'■." , Finance Committee report— .£l2 0s 103. ( Mr Morey waited on the Council re &■ ' claim for funeral expenses of the late Mr . . Morphy £2 ss. He explained the circumstances of the case. Proposed by Cr Lethbridge, seconded ... • by Cr Goodbehere, That the Account be \ :• paid. — Carried. Proposed by Cr Fowles, seconded by . Cr Chamberlain, That the reports of tiie , Finance and Public Works Committees be adopted. — Carried. . : , The Mayor said it had not been in his power to make satisfactory arrangements with the Colonists Land Corporation i anent the deviation of Kimbolton road . • without a map of the locality. The Town: _.', i Clerk had prepared one which was now f laid on the table. . r ~"- ;d-? INSPECTION OF CULVERTS. In compliance with your instructions, I, f"_ have made an inspection of the culVert» vr ?' : within the Borough, and beg to report 'V' that they are all in a good state x>fpreser- " vation except eight, .particulars of which will be given in a statement appended, from which it will be seen; that three of : the eight are in a very bad state of repair ■ : and may at any time collapse, .most of the. 1 " remaining five will also require to be re- '. placed within the next 12 months. ~ INSPECTION OF BRIDGES. I beg farther to report thasf'the floor.. "'[. planking of the first two bridges on the'.^ Makino road is very rotten and unsafe, ' and made more so by the covering of - metal which conceals the condition of the* - timber. The stringers also of the first bridge are so rotten as not to hold.the spikes driven through the flooring. Both these bridges require frequent watching and repairing and should be re-decked as soon as possible. The cost would be about £20.— G. C. Hell, Town Clerk. The Mayor said from the above the Council would see they would have to be prepared to meet considerable expense « during the winter, therefore he would ask the Council not to vote for calling tenders for new works. In reply to Cr Goodbehere, the Town Clerk; said £120 for hotel licenses, and rates coming in would keep the Council in funds. The Mayor moved that the Borough accounts be printed and a copy sent to the Auditor General, seconded by Cr Lethbridge and carried. THE FERE BRIGADE. v The Mayor said he had no doubt the Councillors would like to give more than 3 they could afford, if their feelings were t only to be considered. Proposed by Cr Letbbrfdge r seconded . by Cr Fowles, That the Council vote £25 j to the Fire Erigade, He spoke strongly m favor of the • motion, either the ratepayers or the puh--1 lie generally would have to find the money. [ The Mayor asked if the Council could . do this without having possession of the engine. The legality having been shown, the motion was carried. Proposed by Cr Goodbehere, seconded ' by Cr Rutherford, that permission be granted to the Firm Brigade to sink a well in the centre of Manchester Square subject to the approval of the Engineer.—Carried. Be Mr Sandilands' application, the Clerk explained that it was through no fault of Mr Sandilands hiß name had been taken off. Proposed by Cr Fowles, seconded by Cr Haybittle, That Mr Sandilands' nan 4 be placed on the burgess roll as requested. — Carried. There was Borne discussion re the Trust Commissioners,, and the difficulty they, foundin investing their, money while ap- "'•"' ". plications had to be discussed openly at the Council table. Sinking Fund Commissioners, and advise to the Council. — Carried. CHARITABLE AID. The subject of the scales of rations was then discussed. The Mayor said the Wellington scale was preferable to the Wanganui scale. He invited the Council to make modifications. Proposed by Cr Haybittle, seconded by Cr Lethbridge, That tenders be called for the supply of rations on the Wellington scale. — Carried. With reference to any modification ■which might be. necessary in the case of of women and children the Mayor said he would give all necessary information when the tenders came up for consideration. The letter from the Sydenham Borough Council was ordered to lay on the table. THE HOWLING HOUNDS. The Mayor said it was no matter for the Council to deal with. If anybody felt annoyed they could appeal to the R.M. for redress. Cr Fowles sympathised with the complainants and thought the dogs should be chucked out of the town. Cr Haybittle said Cr Fowles had a regular set on dogs. Re Mr Taylor's appplication for a culvert, it was Proposed by Cr Goodbehere, seconded by Cr Fowles, That the Council cannot see its way to put a culvert in front of Taylor's shop in Manchester street, as they have no funds at their disposal for such work. — Carried. Messrs Prior and Cooke's letter re the late pounpkeeper was allowed to staud over. Tenders for Shnon street, 18 chains. — Younger and Laing, £13 ; H. Coombe, 15s ; F. Bink, £16 4s. Proposed by Cr Monckton, seconded by Cr Lethbridge, That H. Coombe's tender be accepted. — Carried. RE CULVERTS. The Mayor said the Council had already expressed an opinion in favor of tile pipes, and therefore he would propose that the Town Clerk obtain such as were absolutely necessary from the cheapest vendor. Proposed by The Mayor, seconded by Cr Haybittle, That the Clerk of works order pipes for necessary works. — Carried. The Council then adiourned.
